In 2024, Kabir continues as a freelance mercenary for international clients after going rogue five years earlier. After assassinating a gangster in Japan, a German client drugs him and ships him to India, where he is introduced to the Kali Cartel. The cartel seeks his help to advance its control over India, unaware that two years earlier Colonel Sunil Luthra had secretly tasked Kabir with infiltrating the cartel to manipulate public perception of him as a rogue agent.

Two years earlier, Colonel Sunil Luthra secretly tasked Kabir with infiltrating the Kali Cartel. This covert assignment creates the public perception that Kabir is rogue, complicating RAW's view of him. The arrangement foreshadows later tensions between Kabir, Vikram, and the cartel.

The cartel orders Kabir to assassinate Colonel Sunil Luthra. Luthra manipulates Kabir, coercing him to complete the kill and bind himself to the cartel. Kabir carries out the hit with deep emotional conflict, earning the cartel's trust and prompting a meeting with Gautam Gulati.

RAW receives footage of Kabir killing Luthra, triggering a leadership shake-up. Colonel Vikrant Kaul is installed as RAW chief, and Wing Commander Kavya joins the team to track Kabir. Special Unit Officer Vikram Chelapathi is recruited on the Defence Minister's recommendation.

In Spain, Kabir visits his adoptive daughter Ruhi, while Vikram Chelapathi closes in. Vikram pursues him onto a high-speed train, but allows Kabir to escape moments before the crash. The near-miss intensifies the cat-and-mouse dynamic between them.

Kabir and Ruhi visit Khalid's house to ensure Ruhi's safety with Khalid's mother. The stopover provides a momentary calm amid the chase and reinforces Kabir's protective bond with Ruhi. Danger lingers as the pursuit continues.

At an ISIS training camp in Yemen, Gautam Gulati orders Kabir to assassinate Sarang's family aboard a chartered flight to pressure Defence Minister Vilasrao Sarang. The mission tests Kabir's loyalties and pushes the cartel's leverage to new extremes. The directive escalates the conflict between Kabir and the cartel.

Vikram privately meets Kabir, acknowledging the truth about Kabir's mission and agreeing to aid him. Kabir hijacks the plane with a stealth bomber, and with Vikram's help, caps the attackers. Vikram then reveals his cartel allegiance, murders the attackers himself, ejects Kabir from the plane, and addresses him as 'Kaboo,' triggering a flood of memories.

1999, Bombay: A 14-year-old Kabir becomes homeless after his father's suicide. He befriends Raghu, and the two are arrested during a robbery, ending up in juvenile detention. Colonel Sunil Luthra visits the detention center and motivates the inmates to join the army, helping Kabir pass the physical tests while Raghu falters emotionally. Kabir enlists in the army with Luthra's backing, leaving Raghu behind; Raghu escapes detention and later resurfaces as Vikram Chelapathi.

In the present, Kabir tracks Gautam Gulati in Abu Dhabi and attempts to assassinate him. Vikram intervenes, kills Gulati, and frames Kabir for the murder in RAW's eyes. After a boat chase, Kabir escapes and later reunites with Kavya, revealing his mission and Vikram's true identity.

Kavya tries to alert Minister Sarang, but they are attacked and realize Sarang himself is part of the cartel. Kabir and Kavya also uncover that Sarang had orchestrated Vikram's infiltration and the murder of his own family to gain public sympathy and push toward the Prime Minister's seat.

At the World Economic Forum in Davos, Sarang and Vikram plan to assassinate the Prime Minister. Kabir shoots and kills Sarang, but spares Vikram. In an ice-cave confrontation, Vikram confesses his lingering resentment toward Kabir for betraying him in their youth, yet Kabir convinces him to help dismantle the cartel.

Nine months after Davos, Vikram is revealed to be alive and secretly helps Kabir execute all remaining cartel leaders. The two part ways, agreeing to reunite if a new threat emerges. Kabir reassures Kaul that he will always serve his country and rekindles his relationship with Kavya.

In the post-credits scene, an unidentified man tattoos the Greek letter alpha on a young girl's arm, inducting her into a covert government program called Alpha. The scene hints at a larger, shadowy program operating behind the events.
