Athiyan, a distinguished Superintendent of Police known as 'Vettaiyan,' is introduced as an effective encounter specialist in Kanyakumari. He commands a skilled team and partners with Battery, a tech-savvy police informer with a unique background.

The story begins when Athiyan receives a vital tip from Saranya, a middle-school teacher. She informs him about the illicit storage of marijuana in classrooms, which is negatively affecting students' education and contributing to drug abuse.

Following the lead from Saranya, Athiyan's team captures Kumaresan, the mastermind behind the local drug trade. In a controversial encounter, Kumaresan is killed, leading to public praise for Athiyan but also drawing the attention of the human rights commission.

Justice Amitabh Bachchan attends the court hearing to review the encounter of Kumaresan. The court ultimately rules the encounter as justified, leading to various public opinions and further controversy related to Athiyan's methods.

Saranya, having established a close bond with Athiyan’s family, is transferred to a school in Chennai. Tragically, she is brutally raped and murdered on her new school's terrace, heightening the urgency and emotional stakes of the narrative.

SP Harish Kumar and ASP Ritika Singh lead the investigation into Saranya's murder. They uncover Guna, a software engineer and brother of one of Saranya's students, as the primary suspect, which incites outrage against Guna.

The community, especially teachers, erupts in protests demanding Guna's immediate arrest for Saranya's murder. The outrage reflects the film's themes of justice and societal responsibility as the public seeks accountability.

After a failed escape from police custody while hospitalized, Guna is tracked down and killed by Athiyan in a maritime encounter. Initially celebrated, Athiyan later faces criticism as evidence emerges questioning Guna's guilt.

Justice Sathyadev reveals that Guna had a solid alibi; he was in Hyderabad at the time of Saranya's murder. This discovery catalyzes Athiyan's realization of his hasty actions leading to a miscarriage of justice.

Distraught by his earlier decisions, Athiyan reopens Saranya's murder case with the help of Battery, Roopa, and Harish. Their investigation reveals alarming inconsistencies in the original inquiry, directing the narrative toward deeper themes of justice.

The team uncovers Hanu Reddy, a hitman involved in Saranya's murder. Before they can get to the core of the conspiracy, Hanu is killed, further complicating the investigation and exposing layers of corruption within the police force.

Their investigation uncovers Natraj Shanmugam, a corrupt figure running a scam through the Nat Academy. He had exploited families with false promises regarding competitive exams, intertwining Athiyan's quest for justice with broader societal issues.

Athiyan teams up with DSP Nazeema to tackle Natraj's fraudulent activities while facing retaliation, including a transfer to the Economic Offences Wing. Ultimately, Athiyan retrieves a vital hard drive from Saranya, providing substantial evidence against Natraj.

With compelling evidence and public support, Athiyan holds a press conference to declare Guna's innocence. He exposes the broader corruption involving Harish and Natraj, leading to significant fallout for those implicated.

After Natraj escapes custody, Athiyan confronts him once more and ensures his arrest. Six months later, Natraj receives a life sentence as Athiyan reflects on his journey, choosing to prioritize justice through legal means rather than encounters.
