An American orbital weapons platform crashes in an uninhabited patch of the Pacific, triggering a tense, high-stakes stalemate. A first arrival from an unnamed Asian country is blocked from escape by US naval forces, fueling a hard choice about how to handle a weapon that could threaten the United States from space. Although the United States enjoys overwhelming military power, its adversary is allied with China, and neither side wants a full-blown war or a loss of face. To avoid open conflict, the leaders agree to settle the matter with a surrogate war—a single representative from each country will confront the other in a controlled, one-on-one confrontation.

General Lewis Meyers is openly opposed to this plan, believing that conventional U.S. forces could crush any opponent. Behind the scenes, American operatives track down Jacob Gallery, a Latin American guide who has become a reluctant pawn in a larger strategic wager. Gallery, who was court-martialed during the Vietnam era for unauthorized nighttime hunts and trophies, is pressed into service after demanding a handsome fee. The Navy considers sending a Marine captain named Bryant, a man who respects command and procedure, but the Secretary seeks a choice whose disregard for rules could unexpectedly tilt the balance toward victory.

A small tropical island is chosen as the battleground, its original residents relocated to Guam. Gallery agrees to take the assignment after securing his money, and he undergoes a rigorous training program. He is issued a diverse arsenal, including a bizarre setup with two Madsen submachine guns that fire both regular ammunition and birdshot. The campaign’s most insidious hazard is a fungal threat that can infect wounds, a reminder that victory can hinge on more than firepower. An island elder offers practical advice on finding fresh water, a detail that becomes crucial as the clash unfolds.

Gallery is launched from a surfaced submarine at the outset, while his unnamed adversary is sent out in parallel. He quickly finds a hidden cave and establishes a base, then begins to contaminate the island’s water sources, steering his opponent toward the last remaining supply. When Yuro, his rival, discovers the treetop lair and a defensive grenade trap is set, Gallery presses his advantage, but a razor blade wired into a tree trunk slashes Gallery’s leg during the confrontation.

Meanwhile, Meyers arrives aboard the submarine and reveals a plan to secretly insert Bryant into the mission, hoping to compensate for Gallery’s slow start. The action shifts to the abandoned village, where Gallery’s feverish state intensifies his defensive measures as he rigs further traps. Yuro eventually closes the distance, and a tense chase leads them to the beach, where Bryant holds Yuro at gunpoint. Bryant urges Gallery to kill Yuro and seize a heroic moment, but Gallery, repelled by the betrayal and the mounting cost of the surrogate war, shoots Bryant instead. Yuro escapes and disappears into the island’s treetops.

Back in the cave, Gallery discovers a dead countryman hanging from one of Yuro’s snares—a grim signal that both nations have betrayed him. As he rests, Yuro confronts him, begging him to renounce the treacherous country that sent another man to fight by the rules. Yuro even offers to save Gallery from the festering wound, but he remains ready to strike. Gallery, faced with isolation and infection, fires his remaining rounds into the surrounding greenery, effectively ending Yuro’s pursuit. He retrieves his transmitter with the intention of declaring victory, yet, recognizing the futility and cost of the war, discards it. The infection, more than the enemy, proves to be Gallery’s final adversary, and he succumbs just as the plan to broadcast a triumph dissolves into silence.
