The film begins under the cover of night in Moscow, Russia, where a shot fired by assassin Kirill leaves Jason Bourne (Matt Damon) on the run from local authorities. As the tension builds, the movie presents the title THE BOURNE ULTIMATUM during its opening sequence.
Six weeks thereafter, Bourne ventures to Paris to inform Martin Kreutz (Daniel Brühl) about the tragic death of his girlfriend, Marie. Meanwhile, journalist Simon Ross (Paddy Considine) unknowingly stumbles upon pivotal information regarding Bourne’s past and Operation Treadstone. His mention of “Operation Blackbriar” during a call triggers alarms at the CIA, prompting them to track his movements. In a secretive meeting at Waterloo Station, Bourne comes to realize that Ross is being hunted, and as he tries to save him, Ross’s defiance leads to his demise at the hands of Paz, an assassin working for Noah Vosen (David Strathairn) of Blackbriar.
Pamela Landy (Joan Allen](/actor/joan-allen)), initially tasked with capturing Bourne, joins Vosen in the hunt. In their pursuit of the truth, they sift through Ross’s notes, revealing a connection to Neal Daniels (Colin Stinton), a CIA operative linked to both Treadstone and Blackbriar. Upon arriving at Daniels’ office in Madrid, Bourne finds it abandoned. After incapacitating a CIA team dispatched by Vosen and Landy, he reunites with Nicky Parsons (Julia Stiles), a former Treadstone technician who agrees to aid him by revealing Daniels has fled to Tangier.
In Tangier, Parsons tries to find Daniels but learns that Desh Bouksani (Joey Ansah), a Blackbriar asset, has been assigned to kill him. Vosen, aware of Parsons’s search, dispatches Desh against Landy’s counsel. Bourne pursues Desh but is unable to save Daniels from an explosive trap. He does, however, manage to eliminate Desh, ensuring Parsons’ safety by sending her into hiding. From Daniels’ briefcase, Bourne uncovers details about a concealed CIA office located in New York City—the very heart of Blackbriar’s operations.
Upon reaching New York City, Landy receives a phone call from Bourne, who hints at the corrupt actions of former Treadstone head Ward Abbott (Brian Cox). Their conversation reveals Bourne’s true identity as David Webb, with an ominous reminder that he is closely monitoring her. Vosen, realizing the potential threat posed by Bourne, assigns Paz to eliminate him, leading to a high-octane car chase that ends with Bourne narrowly escaping.
Bourne, guided by haunting memories triggered by Landy’s revelations, heads to a building marked with significance to his past. Upon his arrival, Landy encounters him with Blackbriar documents just as Vosen descends upon their location. In an intense standoff on the rooftop, Paz questions Bourne’s choice to spare his life.
