Sathyamoorthy, alias Sakthi, is introduced as a laid-back constable at the Silukkuvarupatti police station. Bhaskar is a new recruit assigned to assist him, while Sub-Inspector Muthaiya praises Sakthi's knack for earning points through unconventional methods. His easygoing attitude sets the tone for the evolving dynamic with his colleagues.

Cycle Shankar is depicted as a dreaded don in Chennai, pursued by Commissioner Panneerselvam after he murders a police officer in public. This accusation launches a tense cat-and-mouse pursuit across the city. The pursuit establishes the looming threat that Sakthi will later face.

Rajeshwari, known as Raji, is introduced as Sakthi's love interest at first sight, even though she does not reciprocate immediately due to an insult. Over time, she gradually warms up to him as events unfold. The budding romance becomes a personal stake for Sakthi amid the chaos.

Minister Arumuga Perumal assigns Shankar the task of killing Nilakottai Narayanan. Shankar goes to a bar to drink, where a riot erupts as drunkards cause trouble. Sakthi shows up seeking a half-boiled egg, inadvertently crossing paths with Shankar in the midst of the chaos.

In the melee, Shankar accidentally knocks Sakthi's egg from his hand. Enraged, Sakthi beats Shankar and has him jailed, not realizing the true identity of the don he has arrested. The arrest unfolds in the bar setting and its immediate aftermath.

A thief steals Shankar's phone, and Shankar's right-hand man Tony and Minister Perumal repeatedly call the number. The misdirected calls lead to a string of humorous scenes as the messages bounce around. The comedy masks the seriousness of the crime beneath it.

Tony and his henchmen locate Shankar and secure his release from custody. With his freedom restored, Shankar vows to kill Sakthi in retaliation for the earlier arrest. The vow sets up the brewing conflict between the two men.

Sakthi, in disguise, meets Panneerselvam who instructs him to catch Shankar under the moniker Operation Cycle. Fear overwhelms Sakthi, causing him to run for his life as the plan takes shape. The seed of a ruse to trap Shankar is planted.

Raji's father Ramalingam arranges a marriage for his daughter to avoid widowhood in Sakthi's absence. Raji confronts Sakthi, who lies by saying the operation is real, and with Kanaka's help, Sakthi manipulates Shankar into kidnapping the groom to derail the wedding. The ruse blends romance with criminal intrigue.

Tony kidnaps Nilakottai Narayanan and dumps him in the back of a truck, triggering a chaotic chase. Shankar pursues Sakthi and Raji on a cycle, Narayanan's men chase Shankar's team, and Chandran's Share Auto crew get drawn into the pursuit. The chase spirals into a sprawling city-wide pursuit.

Sakthi finally arrests Shankar, but the evidence surrounding the broader conspiracy leads to the release of those involved. Sakthi is promoted to Sub-Inspector, while Muthaiya is suspended for six months. The victory is tempered by political and administrative repercussions.

Sakthi marries Raji in the aftermath of the case. A phone call from Bhaskar informs him that Shankar has escaped jail, and Raji, thinking it’s another undercover operation, indirectly urges him to capture Shankar again. Sakthi faints at the news, leaving the audience with a dramatic cliffhanger.
