In the vibrant city of Oakland, California, a nightclub owned by Silk serves as a backdrop for a gruesome confrontation. Here, the notorious Chinese Triad boss, Ch’u Sing, faces off against a group of African-Americans, culminating in a horrific incident involving his youngest son, Po Sing. When Po finds himself cornered, he is rescued by Kai, Ch’u’s loyal lieutenant, only to meet a tragic fate. The following day, Po’s lifeless body is discovered on a street frequented by cyclists—an event marking the beginning of a cascade of profound upheaval.

The narrative shifts to Han Sing, portrayed as Po’s elder brother, who previously served as a cop but is now imprisoned in Hong Kong due to the family’s attempts to flee from the grasp of the Chinese authorities. Upon hearing the tragic news of his brother’s murder, Han becomes relentless in his pursuit of justice. His quest leads him back to Oakland, where he learns of Ch’u’s shady dealings in a collaboration with Isaak O’Day, a powerful African-American real estate developer and gang leader. Together, they aim to acquire valuable waterfront properties, intended for sale to Vincent Roth, a respected businessman with dreams of constructing an NFL stadium.

As frictions rise between the Chinese Triad and African-American gangs, Isaak’s anxiety mounts regarding possible retaliation. To safeguard his family, he assigns his lieutenant Mac to protect his children, Colin and Trish. However, Trish seeks to break free from her father’s illicit lifestyle. In a twist of fate, Han’s path intersects with Trish, quickly becoming a pivotal player in the unfolding crisis.

As Han forges deeper into the mystery of Po’s demise, he threads through layers of deceit and corruption entwined with those at the highest echelons of power. A confrontation with his estranged father at Po’s funeral exacerbates their already strained relationship. In a chilling revelation, Kai indicates that Po’s murder is merely a symptom of an intensifying gang war between the Chinese Triad and African-American factions, setting a bleak stage for an escalating conflict.

When they visit one of these locations, they stumble upon a gruesome scene—Chinese owners and their workers brutally slaughtered.

As they navigate this perilous landscape, Han seeks the truth from his father, who cunningly deflects blame, hinting at Isaak’s potential collaboration with outside contractors. Meanwhile, Ch’u orchestrates a series of ruthless executions, swallowing up the territories belonging to rival Triad bosses.

The duo’s relentless pursuit leads them to Silk’s nightclub, the final location on Po’s list. Here, they encounter Silk but are soon ambushed by Mac, who lethally takes Silk’s life and captures both Trish and Han. They find themselves bound at a remote hideout, where Han must engage in a fierce battle against henchmen led by Maurice in his attempt to rescue Trish.

Amid the turmoil, Isaak and Ch’u covertly engage Roth to finalize the transfer of properties under their control. Once Ch’u receives his hefty payment, Isaak refuses to take his cut, proclaiming his desire for a stake in the forthcoming franchise.
