In the vibrant city of Oakland, California, a nightclub owned by Silk serves as a backdrop for a gruesome confrontation. Here, the notorious Chinese Triad boss, Ch’u Sing, faces off against a group of African-Americans, culminating in a horrific incident involving his youngest son, Po Sing. When Po finds himself cornered, he is rescued by Kai, Ch’u’s loyal lieutenant, only to meet a tragic fate. The following day, Po’s lifeless body is discovered on a street frequented by cyclists—an event marking the beginning of a cascade of profound upheaval.

The narrative shifts to Han Sing, portrayed as Po’s elder brother, who previously served as a cop but is now imprisoned in Hong Kong due to the family’s attempts to flee from the grasp of the Chinese authorities. Upon hearing the tragic news of his brother’s murder, Han becomes relentless in his pursuit of justice. His quest leads him back to Oakland, where he learns of Ch’u’s shady dealings in a collaboration with Isaak O’Day, a powerful African-American real estate developer and gang leader. Together, they aim to acquire valuable waterfront properties, intended for sale to Vincent Roth, a respected businessman with dreams of constructing an NFL stadium.

As frictions rise between the Chinese Triad and African-American gangs, Isaak’s anxiety mounts regarding possible retaliation. To safeguard his family, he assigns his lieutenant Mac to protect his children, Colin and Trish. However, Trish seeks to break free from her father’s illicit lifestyle. In a twist of fate, Han’s path intersects with Trish, quickly becoming a pivotal player in the unfolding crisis.

As Han forges deeper into the mystery of Po’s demise, he threads through layers of deceit and corruption entwined with those at the highest echelons of power. A confrontation with his estranged father at Po’s funeral exacerbates their already strained relationship. In a chilling revelation, Kai indicates that Po’s murder is merely a symptom of an intensifying gang war between the Chinese Triad and African-American factions, setting a bleak stage for an escalating conflict.

The story thickens when Colin, worried about Po’s untimely death, discusses his father’s fears regarding the unfolding turmoil. They had planned a vital meeting at Silk’s club on the night of Po’s murder to share information that could potentially halt the war between the gangs. Unfortunately, fate intervenes as Colin and his girlfriend fall prey to an assassin before they can reveal the significant details, leaving behind only a trail of cryptic clues.

Determined and somewhat desperate, Trish and Han unite in their mission to get to the bottom of Po’s death. Their investigative journey unveils that Po had compiled a list of businesses threatened into submission for their properties. When they visit one of these locations, they stumble upon a gruesome scene—Chinese owners and their workers brutally slaughtered.

As they navigate this perilous landscape, Han seeks the truth from his father, who cunningly deflects blame, hinting at Isaak’s potential collaboration with outside contractors. Meanwhile, Ch’u orchestrates a series of ruthless executions, swallowing up the territories belonging to rival Triad bosses.

The duo’s relentless pursuit leads them to Silk’s nightclub, the final location on Po’s list. Here, they encounter Silk but are soon ambushed by Mac, who lethally takes Silk’s life and captures both Trish and Han. They find themselves bound at a remote hideout, where Han must engage in a fierce battle against henchmen led by Maurice in his attempt to rescue Trish.

Amid the turmoil, Isaak and Ch’u covertly engage Roth to finalize the transfer of properties under their control. Once Ch’u receives his hefty payment, Isaak refuses to take his cut, proclaiming his desire for a stake in the forthcoming franchise. In a moment of desperation, Mac seizes Trish as a bargaining chip against Isaak, unwittingly exposing the troubling truth that the gang war was a facade masking the merciless murders and intimidation of businessmen, including Colin’s own tragic end.

As tensions rise further, Isaak is gravely injured while Roth escapes via helicopter, leaving a wake of chaos and betrayal. The momentum shifts dramatically as Mac’s brazen attempt to seize Roth’s case filled with deeds is thwarted by Han’s sudden arrival. The documents scatter like dead leaves in the wind, unveiling the sinister motivations behind Mac’s actions—revenge against Po for his supposed role in Mac’s downfall.

In a bold move, Trish intervenes, striking down Mac before he can carry out his vendetta against Han. After the dust settles, she remains to care for her wounded father, while Han is driven to confront Ch’u, compelled by a fierce need for vindication. A heart-wrenching confession from Kai reveals that he was responsible for Po’s demise—a ruthless act driven by greed and a thirst to silence the truth.

In a visceral showdown, Han grapples with Kai, emerging victorious yet filled with righteous anger. He condemns his father for trampling their relationship in pursuit of wealth, asserting that Ch’u will face all the inevitable consequences, whether from the authorities or rival Triad factions.

As Han steps away from the devastation, a desperate cry from Ch’u punctuates the grim silence, which is swiftly cut short by a self-inflicted gunshot. Outside, Han discovers Trish awaiting him with unwavering resolve, as the sound of sirens approaches, signaling the arrival of justice. Together, they step into an ambiguous future, their lives forever intertwined by the bloody saga they have endured.
