A hidden killer lurks among the thrill‑seekers, turning joy into terror. A young terrorist plants homemade explosives on a Norfolk roller coaster track, killing and injuring patrons, then repeats the attack in Pittsburgh. He records the carnage and sends a tape to a Chicago meeting of amusement‑park executives, demanding one million dollars to stop his rampage.

Safety inspector Harry Calder, who had initially cleared The Rocket, is summoned to the park to lead the investigation. Calder begins to suspect sabotage rather than a simple accident.

During the second ride through Revolution, the bomber threatens to blow up the ride while the agents attempt to jam the detonator signal. Calder takes a gun from an agent and, in the ensuing confrontation, accidentally shoots the bomber. The bomber flees onto the track, where he is struck and killed by the roller coaster.
