A violent outlaw gang led by Blackjack Britton and Cavin Guthrie robs a bank in a brutal confrontation. Dolly Sloan, a prostitute, is shot and dies in Cavin's nephew Sonny's arms. The gang flees as a posse closes in, igniting a deadly chase through the town.

The posse presses the pursuit, but the outlaws slip away by following a tunnel into a dust storm that opens into a green valley. They ride toward a distant town called Refuge, seeking shelter from the confrontation. The route marks a swift turn from their life of crime to an eerie new destination.

Refuge receives the gang with cautious hospitality, yet the locals seem oddly non-violent and unusual. The townspeople flock to the church whenever its bell tolls, hinting at a deeper, unsettling peace. Sonny begins to sense that something extraordinary lies beneath Refuge's calm.

The youngest gang member, Sonny, befriends a woman named Rose who deflects his questions and asks pointed questions about his past. Their burgeoning bond hints at secrets hidden within Refuge. The uneasy friendship tests Sonny as he considers the town's strange serenity.
