In Arizona, ex-Special Forces soldier Shane Daniels, [Steven Seagal], saves his wife Holly, [Aidan Dee], from a carjacking and chases the mugger away. The mugger ends up dead, and Shane is the sole suspect. After six years in jail, new DNA evidence clears him, and the State of Arizona offers an apology along with a $300,000 settlement, but the gesture does little to mend the years lost or the pain of a marriage that didn’t endure, leaving Shane bitter and longing for vindication.
Off the coast near Seattle, a ship carrying smuggled Chinese migrants reaches the mainland and a wary alertness settles over the people involved. Back in Arizona, within hours of his release, Shane pulls into a liquor store and buys a bottle of bourbon, trying to steady a life that feels out of reach. On the road, two men try to rob him; he overpowers them and takes their car, a brutal reminder that the world hasn’t miraculously shifted to his favor. He then pulls off the highway to a lonely rest stop, where he witnesses a state trooper stopping a car packed with two Chinese nationals. The situation spirals as the Chinese kill the trooper and target two witnesses, a young man named Sergey, [Jesse Hutch], and his friend Markov. Shane intervenes, killing one attacker and sending the other, Mao, [Byron Lawson], fleeing into the desert. When he checks the dead cop, he hears noises from the trunk of the Chinese national’s car and discovers an unconscious woman and a duffel bag full of cash. Fearing that the police will pin the trooper’s death on him and knowing reinforcements are coming, Shane seizes the woman, Sergey, and the cash and hurries to the nearest small town, Bellingham. Sergey then explains that his father, Vlad, [Vitaly Kravchenko], is involved in selling stolen cars.
When the woman, Tia, regains consciousness, she begs Shane and Sergey not to turn her over to the authorities or to the Chinese captors. She reveals that the Bellingham cops killed her friends and that she’s been drawn into a plan to smuggle her Uncle Kuan, [Vincent Cheng], into the United States. She was supposed to meet a contact who would help, but the plan started to unravel when she insisted on bringing some friends. The person on the other end of the arrangement is a ruthless Chinese drug smuggler named Chen, [Terry Chen], who promised to help bring Kuan into the country, only to have Chen’s men shoot Tia’s friends and hold her captive until the Colonel, [Byron Mann], could extract information from Kuan.
Sergeant Ritchie, [Jerry Wasserman], and his henchman Clark, [Mike Dopud], two Bellingham cops working for Chen, press Vlad at his restaurant Little Russia for information but are met with a stubborn refusal and veiled threats. Meanwhile, two Chinese men break into the motel room where Shane and Tia are staying, but Shane defeats them and they escape with Tia. The group travels to Vlad’s house, where Vlad is grateful for Shane’s earlier intervention and offers his help. Ritchie, Clark, and a squad of Chen’s men soon descend on Vlad’s place, and a firefight erupts. After eliminating Chen’s men, Shane, Tia, Sergey, and Vlad depart to rescue Kuan.
The search leads them to an abandoned mill that the Colonel has taken over, a place rigged with bombs and where Kuan is guarded by the Colonel’s men. The two groups clash as gunfire erupts and Tia is wounded. Shane carries on with the fight, while Sergey shields her and carries her to safety. He fights his way to the Colonel, who holds Kuan hostage. As bullets disappear and both sides exhaust their ammunition, Shane delivers a brutal takedown of the Colonel and frees Kuan. With the bombs wired to detonate, the Colonel is blown from a catwalk in a dramatic turn of events.
In the aftermath, Vlad helps ensure that Kuan can remain in the United States. Shane and Tia, who have grown close through the ordeal, begin a quiet life together, settling in a remote glacier-side mansion outside the country, a symbol of a hard-won peace and a new beginning away from the dangers that briefly consumed them.
