Jack Ryan, retired from the CIA, is spending a working vacation in London with his family. As a professor at the US Naval Academy, he takes time to deliver a lecture at the Royal Naval Academy.

While Jack is engrossed in his professional duties, Cathy and their daughter Sally indulge in sightseeing near Buckingham Palace. This excursion is meant to create lasting memories for the family during their vacation.

Full of youthful exuberance, Sally attempts to provoke a reaction from a stoic British Royal Guard by performing an impromptu tap dance. The guard remains unresponsive, much to Sally's amusement and delight.

As Cathy and Sally make their way to meet Jack, they unknowingly pass by a stolen taxi occupied by three members of the Ulster Liberation Army. The terrorists, Kevin, Sean, and Patrick, are preparing for a violent ambush.

The terrorists set their plan into motion, trailing Lord William Holmes's vehicle while armed and masked. Their objective is clear: create chaos and attack the high-ranking British official.

As Jack prepares to reunite with Cathy and Sally, they cross paths with Lord Holmes's car at a crucial moment. The terrorists successfully box the vehicle in and initiate their attack by planting a bomb.

Just as the bomb detonates, Jack, alert to the looming danger, instinctively rushes to shield his family. The explosion triggers chaos in the vicinity as people scramble for safety.

In the midst of the chaos, Jack confronts Sean Miller, who is holding Lord Holmes at gunpoint. Jack disarms Miller in a fierce struggle, but not before sustaining a gunshot wound himself.

Following the confrontation, Jack is taken to the hospital, where he learns more about the ULA and Sean's violent history. This new information fuels his determination to seek justice for his family.

Jack bravely testifies against Sean Miller in court, detailing the events of the attack. Sean, facing a life sentence, threatens Jack with revenge, sowing seeds of fear for his family’s safety.

Back home, after receiving recognition for his heroics, Jack is surprised by Cathy with news of her pregnancy. This announcement offers a glimmer of joy amidst the darkness of the recent events.

The authorities heighten security measures due to fears of a rescue attempt for Sean Miller. However, betrayal among the ranks of Miller's comrades leads to a brutal ambush against Jack’s family.

Miller successfully tracks down Cathy and Sally, resulting in a harrowing confrontation that culminates in a car accident. Cathy survives the ordeal, but Sally’s fate remains uncertain, leaving Jack devastated.

Driven by rage and a desire for justice, Jack makes the decision to rejoin the CIA. His intense pursuit of revenge leads him to Libya, where he seeks to confront Sean Miller once and for all.

In a climactic series of confrontations and a thrilling rescue mission, Jack faces Miller during a dangerous maritime chase. The confrontation concludes with Jack killing Miller, securing peace for his family.
