The narrative begins amidst the turmoil of the 1973 Yom Kippur War, where Egyptian and Syrian armies seem poised to overwhelm Israel. In a desperate maneuver, Israel launches a nuclear-armored A-4 Skyhawk to thwart total devastation of their ground forces. Tragically, the aircraft is engaged by a Syrian missile and crashes, scattering debris across the parched desert, but leaving an intact nuclear device buried in the crater.
Fast-forward to 2002: U.S. President J. Robert Fowler (portrayed by James Cromwell) and his national security team are conducting a simulated nuclear war drill at Mt. Weather, Virginia. Following the exercise, President Fowler sends CIA Director William Cabot (Morgan Freeman) for an inspection of Russian nuclear sites as part of the START arms treaty.
At CIA headquarters, a young analyst named Jack Ryan (Ben Affleck) and his colleagues watch some footage of Russian President Zorkin, joking about his recent weight gain. Simultaneously, in Vienna, a clandestine Neo-Nazi group, led by Richard Dressler (Alan Bates), expresses disdain over Europe’s inability to stand up to U.S. and Russian power. On the Golan Heights, an Arab scrap metal merchant uncovers the Israeli aircraft wreckage from 1973 and discovers the buried nuclear weapon, believing it to be a valuable find.
The next day, Jack is roused from bed by an emergency call. The shocking news of President Zorkin’s sudden death from a heart attack reaches him. His successor, Alexander Nemerov (Ciarán Hinds), quickly takes the reins. In a rush to CIA headquarters, Ryan wonders what kind of emergency would summon a “historian.” Upon arrival, Director Cabot enlists Ryan to accompany him to Russia on an urgent mission.
Meanwhile, back in the desert, an arms dealer named Olson (Colm Feore) recognizes the bomb unearthed by the scrap dealer and deceives him into selling it for a mere $400, despite its true value. Olson then contacts Dressler, offering the bomb for a staggering $50 million.
When Ryan and Cabot visit a Russian nuclear facility, Ryan notes the absence of three key nuclear scientists. Suspicious, they return to Washington, where Ryan attends a lavish gala featuring President Fowler. The event abruptly turns chaotic when aides whisk the President away, prompting a hasty return to the White House amid fears that Russian forces have deployed chemical weapons in Chechnya, causing significant casualties. Ryan argues that President Nemerov is not responsible, suggesting a hardline faction may have acted independently. His claims initially dismissed, Ryan watches as Nemerov later expresses outrage over the actions of the military.
In Vienna, Dressler and his cohort devise a scheme to instigate a nuclear conflict between the U.S. and Russia. Meanwhile, CIA operative John Clark (Liev Schreiber) is sent to uncover the situation of the missing nuclear scientists. When Ryan joins him, they discover the scientists have been killed, and evidence suggests nuclear weapons activity has occurred.
With evidence pointing to a dangerous shipment of nuclear material headed for Baltimore, Jack races against time to prevent a catastrophe. A chilling moment arises when a cargo containing a nuclear device is located beneath a crowded NFL stadium, where President Fowler is about to attend a game.
Despite Jack’s desperate attempts to alert Cabot, the devastation ensues just moments before they can avert disaster. A massive explosion rocks Baltimore, leading to chaos aboard Air Force One and an escalation of tensions between the United States and Russia.
Assured of Nemerov’s innocence, Jack pushes for vital information from the explosion site and realizes the plutonium came from the U.S. In a frantic race, Jack searches for the source of the bomb and uncovers Olson’s involvement. As nuclear tensions reach a boiling point, he manages to relay critical information to Nemerov, convincing him to stand down just seconds before conflict erupts.
Weeks later, as Presidents Fowler and Nemerov jointly sign a new arms treaty, justice is swiftly served around the world for those whose plot nearly incited World War III.
