Neeraj Mitra, a Mumbai businessman, discovers a hidden oil reserve in the Bay of Bengal, setting off plans to monetize it. He seeks the support of his business tycoon dad and the backing of Minister Sidappa to launch a risky mission. The oil discovery becomes the catalyst for a complex scheme built on deception and manipulation.

To turn the oil into wealth, Neeraj enlists his father's backing and the minister's support and draws up a persuasive plan. He turns to Deepak Tej, an ex-CBI officer now imprisoned for refusing to bow to corruption, to run the operation. Deepak agrees to help, driven by his own circumstances rather than greed.

Deepak gathers four beggars—Khelu, Dibya, Kushboo, and Deva Kallam—from across the country to act as benamis running fake companies. They are meant to quietly execute the money transfers in Mumbai and hide the operation behind legitimate fronts. The beggars are trained and prepared for their roles in the scheme.

The four beggars are kept at a house overseen by the cruel Robo, who exploits them. Tensions rise when Robo bites into Khelu after he steals Kushboo's money, revealing the brutal treatment they endure. Deva forms a growing distrust for the plan but remains involved.

Neeraj informs Deepak that the plan includes killing the beggars after they complete their job, ensuring no loose ends. Robo's abuse continues, with Kushboo, who is pregnant, becoming a focal point of concern. Deva defends Kushboo, challenging the moral boundary of their operation.

Deva discovers the iris-scan detail that would trigger the execution of the beggars, prompting him to escape. A citywide manhunt soon follows as Neeraj and Deepak race to recover him and silence the truth. Deva's escape becomes the spark that pushes the plot toward a final confrontation.

While fleeing, Deva meets Sameera, a woman stranded in Mumbai after a heartbreak. He nearly dies when Robo reels him in, but Deva's loyal dogs attack Robo and severely injure him, creating a dangerous obstacle for their pursuers. Deva and Sameera form a tentative bond as they navigate the danger together.

Deepak travels to Tirupati in search of Deva, following Neeraj's instruction to locate him. The pilgrimage city becomes a backdrop for Deepak's deeper reflections on the operation and its costs. His arrival foreshadows a possible alliance against Neeraj.

Deva moves between Sameera's life and Kushboo's money, using Kushboo's stash to survive. He helps Dhanush meet Narayan Gaikwad, a person connected to one of his illicit transactions who is later killed by Neeraj. When the sub-inspector questions Deva about the transaction but lacks details, Deva is jailed on a petty case.

Deva guides the sub-inspector to Narayan's money-hauling room in a flat building, where a large amount of cash is hidden. Deepak tracks down the location and, in a confrontation that escalates, kills the sub-inspector. In the ensuing sequence, Deva attacks Deepak, knocking him unconscious with a rock, but Deepak, now captured, reveals he wants to help once kept safe.

Deepak, inspired by Neeraj's inhumanity, reforms and agrees to help Deva and Sameera, but only after they capture him. He urges them to gather solid evidence against Neeraj to expose the operation. The alliance among the trio deepens as they prepare for the next move.

Deepak reveals Kushboo is still alive, changing the perception of the threat and giving them a potential witness. Deva demands a meeting with Kushboo to confirm the truth and plan their next steps. Robo and his men locate them, leading to Kushboo's death just after giving birth to her son.

Deva helps a lorry driver unload crores of money from Narayan's house, placing the cash in front of Neeraj's own house. The bold move exposes the scale of the crime and shifts momentum toward Deva's side. Neeraj's desperation grows as his wealth starts to crumble.

Neeraj confronts Deva and refuses to reform, leading to a brutal fight in a garbage landfill. Deva defeats Neeraj, ending his immediate threat and securing a measure of justice. Meanwhile, Sidappa seals another deal for an oil rig, signaling that the wealth machine will keep turning.

To close the circle, Deva brings Kushboo's son to Tirupati, where a beggar names him Kuberaa as a symbol of a new beginning. The film closes with a ray of hope that the beggars will receive basic necessities and a chance to rebuild their lives. Tirupati becomes a place of redemption tying together the human cost of the oil scheme.
