In a gripping tale that unfolds, Rico Rodríguez embarks on a daunting journey to uncover the intricate web of his family’s history. Set against the backdrop of Solís, a South American nation plagued by harsh weather, he faces off against the infamous Black Hand, a formidable private army commanded by Gabriela Morales. As Rico digs deeper into the secrets of his late father, Miguel Rodríguez, he uncovers a startling truth: his father had ties to the Black Hand, having served dictators Salvador Mendoza and Sebastiano Di Ravello in previous Just Cause installments. This revelation catapults Rico into a journey of self-discovery, as he seeks to understand his family’s ties to this clandestine organization.

Rico’s investigation is ignited when he meets Mira Morales, a local from Solís, who reveals that his father was involved in the Illapa Project—a highly classified weather control weapon wielded by Oscar Espinosa to subjugate the populace of Solís. This shocking revelation compels Rico to team up with Mira and the “Army of Chaos,” determined to dismantle the ill-fated project and topple Espinosa’s regime.

As Rico traverses this perilous terrain, he encounters a diverse ensemble of characters, each contributing their unique abilities and insights. Among them is Luis “Sargento”, an enthusiastic commander; Izzy, a brilliant hacker; Garland King, a thrill-seeking filmmaker eager to document the action in Solís; and Javi Huerta, an archaeologist passionate about uncovering the truths of Solís and Espinosa’s dark legacy.

In pursuit of destroying the four prototype weather cores scattered throughout Solís, Rico also meets Lanza Morales, Mira’s uncle and a scientist previously engaged in Project Illapa; César Pedrone, a conspiracy theorist who was once a pilot; and Tom Sheldon, Rico’s former handler at the Agency.

As the plot unfolds, it becomes evident that years earlier, Miguel, Lanza, and Leon Espinosa, Oscar’s father, had worked together on the Illapa Project with noble intentions of using weather control for the greater good. However, after the untimely passing of Leon, Espinosa, believing his father squandered family resources, wrested control and sought to weaponize the technology for profit. Revolted by this betrayal, Miguel abandoned the project, yet Espinosa leveraged his connections with Sebastiano Di Ravello and the Agency to eliminate Miguel and coerce Lanza into continuing the disastrous project.

Following the destruction of Espinosa’s stronghold, Rico stands victorious but met with an unsettling quiet. In his quest for vengeance, he makes a shocking discovery: Espinosa has disappeared, leaving behind only the faintest trace of his existence. Suddenly, Espinosa’s voice interrupts, crackling through the comms as he broadcasts from a departing private jet. With icy precision, he reveals that he has secretly developed an advanced weather core, combining the powers of the four prototypes, with plans to sell this technological wonder to the Agency for unimaginable wealth.

As Rico’s fury boils, Gabriela’s treachery is unveiled. Having misplaced her loyalty, she takes advantage of the situation to turn against Espinosa, seeing his true motives: to sacrifice her Army of Chaos for his gain. Fueled by new resolve, Rico commandeers the perfected weather core, aided by Gabriela’s betrayal. He daringly maneuvers the device into Espinosa’s jet, annihilating the villain and ending his reign of terror.

In the wake of this turmoil, Rico offers a stark reflection: the entire conflict has merely been a pawn in a much larger game. The Agency has orchestrated this entire chain of events as the true puppeteer. As Tom Sheldon and Mira agree with Rico’s unsettling conclusion, the trio unites to seek retribution against their ultimate adversary—the Agency itself. With this newfound clarity, they set their sights on a monumental goal: dismantling the very entity that has manipulated them from the shadows.
