Chotta, a notorious terrorist, escapes from a prison in Uttar Pradesh by secretly planting a bomb inside the jail. After escaping, he travels across several Indian cities, planting bombs and spreading fear along the way. In response, the police issue a nationwide red alert as his next target looms closer—Chennai.

Chotta coordinates attacks by composing Gmail messages, saving them as drafts, and sharing login details with associates who read and delete them later to avoid traces. This draft-based system helps the group stay one step ahead of investigators by keeping their IPs untraceable. Authorities monitor digital chatter and intensify the manhunt as the threat expands.

Madhusoodhanan (Madhu), a jobless software engineer, is in love with Bhargavi, a wealthy girl under the protective watch of her elder brother Dheena Sebastian, the ACP. Dheena opposes their relationship on religious grounds and distrusts Madhu. Bhargavi urges them to register their marriage quickly to outpace Dheena's objections.

Kulandai Velu, a dubbing artist who voices Chhota Bheem, meets Chotta on the highway and offers him a lift. He even lends Rs. 200 to fill the bike’s petrol. Near a police check post, Chotta senses danger and escapes, leaving Kulandai puzzled.

During a ride, Madhu accidentally hits Chotta with his car, injuring him. Madhu gets Chotta admitted to a hospital but cannot pay the bill, so he leaves quickly. Chotta ends up recovering and later escapes the hospital to return to his hideout.

Chotta reaches his hideout in a flat owned by an associate, a female manager, where he recuperates and plans his next strike. The routine of the associate helps the hideout blend into everyday activity, keeping authorities from noticing the danger.

The doctor who treated Chotta learns from news reports that he is a wanted terrorist and informs the police. CCTV footage from the hospital and highway shows Madhu and Kulandai giving lifts to Chotta, leading to their cornering and arrest.

Dheena takes charge of the case and plans to kill Madhu and Kulandai in an encounter, but the duo manages to escape with Bhargavi’s help. They hide in a friend's flat located just below Chotta’s own hideout, complicating the pursuit.

Chotta schedules his next attack in two days and begins sending bomb-location drafts to his associates. He instructs them to check the drafts only an hour before the strike to avoid missing the plan.

Madhu and Bhargavi arrange hypnotherapy to recover Kulandai’s memory. He recalls that Chotta gave him a ride and, through lip-reading, identified Chotta’s Gmail username, connecting him to the bomber network.

Using Kulandai’s recovered memory and other clues, Madhu tracks the Gmail account to the apartment and attempts to capture Chotta. Chotta overpowers him and escapes again, but Madhu manages to record a conversation between Chotta and a female associate.

Dheena’s team arrests Chotta and uses narcotics to extract a Gmail password from him. Madhu logs into the terrorist’s account, discovers the plan, and learns that the drafts would be checked only one hour before the attack. He deletes the old drafts and sends a fresh location to all four bombers.

The four bombers head to the target location, only to discover the bus is filled with undercover police. The bombs are deactivated, and the city is saved from disaster. Madhu is hailed as a hero, and Dheena approves his marriage to Bhargavi as Madhu begins building his dream home.

As they are transported to a jail, Dheena and his officers decide to kill Chotta and the other terrorists, arguing they do not deserve to live. The closing moments leave the fates of the conspirators ambiguously in the balance.
