Excessive Force

The Chicago PD conducts a high-stakes drug bust on the Italian mafia that ends in chaos and a large sum of the mob's money goes missing. The disappearance of three million dollars triggers fear and suspicion within the force. The event sets DiMarco as the primary suspect in the mob’s financial racket.

Terry interrogates one of the gangsters and the confession points to crime boss DiMarco as the mastermind behind the exchange. Because of excessive force used to obtain the confession, it cannot be used to secure a conviction in court. DiMarco walks free, leaving Terry frustrated and exposed.

Captain Devlin, who is rising to chief, warns Terry to rein in his violent tendencies. He stresses that the department cannot win convictions with such methods and hints at professional consequences. The admonition foreshadows a deeper conflict between duty and brutality.

DiMarco's men kidnap Dylan after targeting his apartment, and Dylan's girlfriend is murdered in the process. The police begin to treat Dylan as a possible victim rather than a culprit, complicating the investigation into the missing money. The mob’s reach directly targets the police force.

Dylan's body is discovered in a landfill, confirming the worst fears of those pursuing the case. Enraged, Terry storms a mafia private club looking for DiMarco and attacks several gangsters in a fit of vengeance. The violence escalates as the hunt for the missing money intensifies.

Terry breaks into Anna's apartment to drink and vent, and Anna confronts him about his absence. He reveals that Dylan is dead, which shocks her and shifts the emotional balance of their relationship. The revelation deepens Terry's resolve to confront the mob.

Another detective and friend, Frankie, is killed in an explosion, prompting Devlin to give Terry the go-ahead to avenge his colleagues. The directive pushes Terry deeper into the mob war and personal vendetta. The murder tightens the alliance between Terry and a force determined to stop the killings.

Terry goes to a mafia cocktail lounge with the intent to kill DiMarco but cannot pull the trigger in that moment. DiMarco tells him to 'keep the money' and that he does not have it, deepening the mystery of the missing funds. The encounter underscores DiMarco's fragility and the perilous balance of power.

The next morning a newspaper reports that DiMarco has been found dead. Witnesses saw Terry at the lounge the night of the murder, making him a prime suspect. The case becomes a personal trap for Terry as the city negotiates loyalty and truth.

A gangster visits Anna's apartment in disguise and tries to shoot her. Terry intervenes, knocking him out, and escorts Anna to a remote farmhouse for protection. The move isolates Anna from the city and increases the stakes for Terry’s mission.

Terry visits Sam and learns that Devlin and DiMarco had a history of corruption. This disclosure leads Terry to suspect that Devlin arranged DiMarco's death to prevent exposure when he rose to power. The revelation undermines Terry's trust in the police leadership.

In a climactic twist, Frankie is revealed to be alive and had killed DiMarco while colluding with Devlin for a share of the missing money. Terry confronts Devlin in a rooftop fight and defeats him, killing Devlin in the process. Jake survives his injuries and forgives Terry; Terry and Anna later visit him in the hospital.
