Mahadev Bhosale is tasked by his seniors to form a hit squad called the Department to tackle Mumbai's underworld. He recruits Shiv Narayan, a suspended police officer who killed a Ghouri gang member in broad daylight. Danaji reports that a builder named Thakur is threatening Michandani, leading Shiv to confront Thakur and kill him in the jungle. Danaji later blames Shiv for the killing, but Mahadev sways Sarjerao to think Shiv is Ghouri-aligned. The deception reinforces the fragile loyalties.

Shiv is arrested by orders from Sarjerao but escapes with Danaji revealing that his son was kidnapped, forcing him to lie. The truth surfaces that Sawatya is behind the framing and Danaji’s testimony was coerced. The power play tightens around Shiv and Mahadev.

DK abducts Bharti to coerce Shiv and to force a showdown with Mahadev. Sarjerao reveals that the government is backing Sawatya’s hold on Mumbai, while Ghouri’s influence looms over the city. Shiv realizes the high-stakes game and plans to leverage Sawatya’s capture.

Shiv storms DK’s hideout, kills DK and Naseer to rescue Bharti, and then confronts Mahadev. In the ensuing duel, Shiv shoots Mahadev dead, ending Mahadev’s control over the Department. Ghouri calls Shiv later, hinting that the cycle of power will continue.

With Mahadev dead and Bharti safe, Shiv’s path in the murky police-world continues amid ongoing whispers of Ghouri's influence.
