Inspector Mahadev Bhosale is thrust into a high-stakes mission when his seniors grant him broad, extrajudicial powers to form a covert hit squad known as the Department, aimed squarely at Mumbai’s burgeoning underworld. With a firm sense of duty and a sharp eye for danger, he recruits Shivnarayan, a disciplined police officer who was suspended after an daylight encounter with a notorious gang member from Mohammad Ghouri’s outfit. This alliance sets the stage for a brutal clash between two rival criminal factions—Ghouri’s and Sawatya’s—each vying for control of the city’s illicit empire, while the police press blame on themselves for not acting fast enough.

The city’s underworld is a tense battlefield, and the Department quickly makes its presence felt, tipping the balance in favor of a physical and relentless crackdown. The Sawatya gang, led by the shrewd Sawatya, finds its power tested as Mahadev and Shiv carve a path through the city, uncovering how the gangs once worked in uneasy coordination and an unspoken truce with the law begins to fracture. The story expands as Sawatya’s brazen operations come under direct assault, while his second-in-command, D.K. D.K., and his ambitious partner, Naseer, maneuver to destabilize Sawatya’s grip and push for a larger slice of the crime pie. Into this volatile landscape enters Sarjeroa Gaikwad Sarjeroa Gaikwad, a former gangster turned minister who befriends Shiv during a public rally and then weaves himself into the safety net around Shiv’s life. The personal stakes rise when Bharti, Bharati, becomes entangled in the conflict. A threat to her safety prompts a brutal chain of events that pulls Danaji Danaji into the fray, and the delicate balance Mahadev previously maintained begins to crumble. The consequences are dire as Mahadev falsely convinces Sarjeroa that Shiv is the one causing trouble, while Danaji testifies to further lies in a bid to protect the inner workings of the Department. As the tension reaches a fever pitch, Shiv agrees to a dangerous confrontation, and the two factions finally collide in a high-stakes showdown.

In a move that tests every limit of loyalty, Shiv launches a bold assault to rescue Bharti, rescuing her from DK’s hold and destroying the remnants of DK and Naseer’s organization.
