George Le Moyne, a photographer, arrives in the small beach community of Potters Bluff to enjoy his vacation. However, his presence is soon noticed by the locals who seem to have a sinister agenda.

While taking photographs on the beach, George meets an attractive young woman named Lisa. Their interaction takes a dark turn when Lisa and the townspeople surround George, leading to a violent confrontation.

The townspeople capture George, binding him to a post and setting him on fire while filming the horrific act. This brutal event marks the beginning of a series of violent occurrences in Potters Bluff.

Sheriff Dan Gillis arrives at the scene of a car accident where he discovers George's charred body inside the vehicle. The elderly coroner Dobbs arrives, providing an unsettling atmosphere with his strange demeanor.
