Steve Kady, a US Census Bureau enumerator, is dispatched to the remote village of Rockwell Falls, North Dakota to interview residents about the population. On the way, he’s momentarily distracted by a woman tumbling from a horse, a pothole jolts his ride, and two tires burst. He’s soon rescued by Bobby Caine, the Deputy Caine, who drives him into Rockwell Falls and helps him find a place to stay.
From his first night, Kady notices the town’s strange mood: people move with a careful, almost ritual calm, conversations drift into whispers, and eerie dreams leak into his sleep. The locals treat him as if he’s about to become a permanent part of their tapestry, not merely a visitor. He learns, with growing unease, that Rockwell Falls has harbored a curious secret for over a century—the population has stubbornly stayed at exactly 436 people for more than 100 years. Kady grows close to Courtney Lovett, the daughter of his host, and he also befriends Amanda, a young girl kept at the clinic of Ronald Greaver, the town physician, under the pretense that she is suffering from schizophrenia. With the help of a sympathetic resident who arrived in Rockwell Falls eight years earlier, Kady engineers an escape. They set fire to the town garage as a diversion, and his plan includes rescuing Amanda from the clinic. But the escape is marred by tragedy: Courtney has been lobotomized by Dr. Greaver, leaving Kady and Amanda to flee on a stolen tow truck. A brewing storm looms as lightning splits the sky, and the symbols from Kady’s dreams—the cross hanging from the truck’s rearview mirror and a doll on the dashboard—surface in reality, signaling a fatal path forward. The chase ends in a head-on collision with a semi, and both Kady and Amanda die on the road just as they escape Rockwell Falls.
