In the fictional African nation Zambeze, Rick Morgan, an American mining engineer, is drawn into an illegal toxic-waste operation by his old friend Jim Scott. The mission is wrecked when a team of mercenaries led by Monsieur Chang attacks the mine. Scott tries to flee, but Chang declares him dead, and the attackers depart just as the army arrives. The government blames Morgan for the deaths of hundreds of villagers from the toxic waste, and, with CIA intervention, he is allowed to return to the United States.

One year later, Morgan is approached by Maurice Dupont, who wants him to clear his name and halt further bloodshed. Morgan reluctantly agrees after learning that Scott is alive, and he is paired with Dr. Kim Woods a World Health Organization researcher. The pair investigates a mine but is captured by rebel forces. They narrowly escape execution when Scott reveals himself as the hidden leader of the rebels. Soon after, Chang’s mercenaries strike again, devastating the camp. Scott passes Morgan a code and the final clue to locate the barrels, but Chang murders Scott as Morgan and Kim manage to escape.

Back in their hotel, Dupont confronts Kim and reveals his duplicity. Morgan subdues Dupont, only for Chang and another mercenary to rescue him. With Dupont’s schemes exposed, Chang seems to have achieved his objective. Morgan and Kim race to the location of the barrels, whose spot turns out to be an old hangout shared with Scott. Chang closes in, kills the contact there, and forces Morgan and Kim to flee once more.

The two reach the cavernous hangout and retrieve the uranium rod, but Chang corners them and admits he has tracked them the entire time. He abducts Kim and leaves Morgan to face radiation alone, but the WHO provides a prototype protective powder that saves him. Morgan escapes the cavern and reconnects with Madumo, the rebel leader. Chang attempts to flee on a freight train bound for Point City, prompting Morgan to rally the rebels for a massive assault on the train.

The rebels are initially repelled by government troops, but Morgan and Madumo infiltrate the train. They fight Chang’s remaining mercenaries, killing them, and Morgan defeats Chang in a climactic confrontation. He hurls Chang from the train, while Kim detaches the front cars, sending them onto a sabotaged track that destroys the soldiers aboard. A CIA-backed extraction arrives courtesy of Scott’s uncle, but Morgan prioritizes securing the uranium rod first. The journey ends on a bridge where Chang resurfaces and tries to drown Kim; Morgan arrives, sets Chang ablaze, and watches him explode with the explosives onboard.

Morgan pulls Kim from the water and drags her to shore as Madumo and the remaining rebels arrive. The couple share a quiet kiss, and an observing African warrior surveys the aftermath, signaling the end of the ordeal.
