In Zambeze, American mining engineer Rick Morgan is tricked by his old friend Jim Scott into taking part in an illegal toxic-waste operation. The mine is immediately attacked by Chang's mercenaries, and Scott is presumed dead. The government blames Morgan for the villagers' deaths, and the CIA helps him return to America.

One year after the incident, Maurice Dupont hires Morgan to clear his name and prevent further deaths. Morgan learns that Jim Scott is alive and is introduced to Dr. Kim Woods, a WHO researcher who becomes his ally. They commit to working together to uncover the truth behind the crisis.

After a routine mine search, Morgan and Kim are captured by rebel forces. Scott is revealed as the rebels' secret leader, adding a personal stake to their mission. The duo narrowly avoids execution as the rebels confront them.

Chang's mercenaries attack the rebel camp in a devastating assault. During the chaos, Scott is revealed as the rebels' leader and passes Morgan a code and the last clue needed to locate the barrels. Chang then murders Scott, and Morgan and Kim seize the chance to escape.

Back at their hotel, Kim confronts Dupont and exposes his duplicity. Morgan subdues Dupont, but Chang and another mercenary come to rescue him. Satisfied with his mission, Chang shoots Dupont as Morgan and Kim flee into the night.

Morgan meets a contact who reveals the location of the barrels and points them to the old hangout he shared with Scott. The revelation ties the mission to Morgan's own past and memory. They realize the barrels lie at a place steeped in their former history.

Inside the cavern Morgan and Kim retrieve the uranium rod, but Chang corners them and abducts Kim, attempting to drown her. Morgan fights to survive and relies on a prototype protective powder developed by the WHO to withstand the radiation. The kidnapping marks a turning point in the chase.

Morgan escapes the cavern and seeks out Madumo, a rebel leader who agrees to join the pursuit. Together they plan to strike back at Chang's operation and rescue Kim, building a coalition against the mercenaries. The alliance signals a broader resistance forming in Zambeze.

Morgan and Madumo marshal a massive assault against Chang's freight train bound for Point City. The assault is repelled by government troops, complicating the mission and forcing a tactical rethink. The confrontation highlights the fragile balance of power in the region.

Morgan and Madumo infiltrate the train and clash with Chang's remaining mercenaries. A furious duel culminates with Morgan throwing Chang off the train, securing a temporary advantage. Kim remains a key target as the struggle unfolds on the moving cars.

Kim detaches the forward cars, directing them toward a track where rebels have sabotaged the rails. The sabotage devastates the soldiers aboard as the train slides toward danger. The moment intensifies the race to recover the uranium rod and end the threat.

Scott's uncle, a CIA agent, arrives to provide extraction for Morgan and Kim. Morgan, however, chooses to prioritize securing the uranium rod over immediate extraction. This decision reinforces his commitment to the mission and to Kim's safety.

The train stops at a bridge where Chang finally reveals himself and tries to drown Kim. Morgan returns just in time to intervene and set Chang on fire. The peril on the bridge marks the climactic turn of the pursuit.

Morgan battles Chang in a fiery duel, ultimately setting him on fire and watching him explode along with the explosives on board. Kim is rescued from the water and dragged to shore as the threat diminishes. Madumo and the remaining rebels arrive to witness the resolution of the crisis.

Morgan and Kim share a kiss on the shore, celebrating survival. An African warrior is seen observing the aftermath, signaling that the struggle for Zambeze continues beyond this victory. The film closes with a sense of uneasy calm and a wary hope for the future.
