Noah Kross (Nicolas Cage), a resolute agent of this Bureau, is assigned to deport Chester Hills, a former governor of Colorado who now finds himself in despair. When asked why he chooses to remain in his dismal situation rather than escape to the supposed paradise of New Eden, Chester cryptically states that he holds “the truth.” In a shocking turn, he lashes out at Kross and the hotel manager, leading to a violent confrontation that leaves Noah with no choice but to defend himself.

Kross’s next mission takes him to assess Rachel Weller (Sarah Lind), a struggling single mother, and her young son Lucas (Jakob Davies). Undaunted, Kross obtains a geiger counter and iodine pills from the man, along with a rabbit’s foot for good luck as they embark on this treacherous journey. As they navigate the hostile terrain, looming drones scan the area in search of Kross. Tensions rise between Kross and Rachel, culminating in a heated confrontation when Kross reveals his awareness of Rachel Weller’s true identity, exposing the harsh reality that the woman they’ve been traveling with is an imposter.

Flashbacks unravel a painful history: years ago, during a Bureau investigation, Kross had a personal connection with the real Rachel, leading to the birth of Lucas. When famine struck, desperation led Rachel to an unthinkable act - attempting to sell their child, a choice that ultimately cost her life when the neighbor Amanda discovered the plan.
