Roger Ferris, a determined CIA case officer, is tasked with a dangerous mission in Iraq to track down the notorious terrorist Al-Saleem. His journey into the heart of a perilous environment begins as he seeks vital intelligence to thwart impending attacks.

Ferris makes a risky deal with Nizar, who is associated with the terrorist cell, to provide information about Al-Saleem's network. In exchange, Nizar demands asylum in North America, setting off a chain of events that will test Ferris's resolve and ethics.
