Bhavesh Joshi, Priyanshu Painyuli, Sikandar “Siku” Khanna, Harshvardhan Kapoor, and Rajat meet at an anti-corruption rally and quickly form a bond rooted in their shared desire for justice. They decide to start an online show called Insaaf TV, which aims to highlight and combat corruption and injustice in their city. Their initial efforts are met with success as they don masks made from paper bags to conceal their identities and tackle small-scale corruption issues affecting their neighborhood.
However, as time progresses, the characters’ paths diverge. Siku and Rajat land jobs in the corporate sector after graduation, causing their active involvement in the online activism to diminish. In contrast, Bhavesh, driven by an unwavering commitment, becomes increasingly obsessed with eradicating corruption and continues his vigilante activities independently, despite the waning viewership of their channel. His relentless pursuit of justice sets the tone for what follows.
One day, Bhavesh receives a tip from an elderly citizen about a water crisis plaguing his locality. Intrigued, Bhavesh investigates and uncovers a criminal scheme involving water pipes that are secretly equipped with extra siphoning pipes. These pipes divert clean water meant for residents into tankers, which are then sold back to the community, turning what should be free municipal water into a lucrative illegal trade. Exposing this corruption on Insaaf TV, Bhavesh draws the ire of the syndicate leader Patil, a powerfully connected figure who controls the water theft operations. Patil swiftly puts a bounty on Bhavesh’s head, leading to a manhunt to find and silence the masked vigilante.
Meanwhile, Sikandar Khanna, Harshvardhan Kapoor, faces issues of his own. After graduating, he struggles with bureaucratic hurdles to get his U.S. visa, which involves paying a bribe—a fact Bhavesh learns and is furious about. This sparks a fierce argument between the friends. Bhavesh, in a fit of rage, blames all government officials and politicians for corruption, asserting that they must be eradicated to clean up society. Their disagreement escalates when Bhavesh punches Siku, breaking his nose, and Siku retaliates by uploading the altercation to Insaaf TV, further intensifying their conflict.
As public opinion turns against Bhavesh, he becomes a hunted fugitive. He is assaulted by an angry mob, detained by the police, and his identity is leaked to Patil, who threatens him. Determined to clear his name, Bhavesh gathers evidence despite being hurt. Tragically, he is ultimately captured and beaten to death by Patil, who is backed by the local Minister Rana. His body is handed over for a supposed road accident, and the authorities warn Siku to stay out of trouble. Overcome with guilt, Siku employs deception to fake his departure for the U.S. and takes refuge in an abandoned hotel, which once served as their hideout. In a moment of desperation, he detonates Patil’s pump house—his last stand against the corruption.
The story reveals that Patil operates under the protection of Rana, a powerful political figure. Siku, now adopting a vigilante persona again, acquires a motorcycle, modifies it with nitro cylinders, and begins secretly gathering intel. He interrogates a corrupt government officer, Dhritiman Chatterjee as Nandu Don, who confirms that Bhavesh was killed just before uncovering Patil’s illegal water activities. After nearly being defeated by Mhatre’s men during an interrogation, Siku is saved by Bhavesh’s martial arts trainer, Nishikant Kamat.
Using the trainer’s skills, Siku posts the interrogation footage on Justice TV, revealing himself as Bhavesh alive and fighting for justice. This revelation sparks a wave of support and scrutiny. Patil is arrested but soon released when evidence against him dries up, and Mhatre is mysteriously found dead—ruled a suicide. Siku, now in disguise, infiltrates Patil’s VIP room at a dance bar and uncovers a sinister plot: Patil intends to explode the water pipelines across Mumbai to create a severe water shortage, which would give Rana and himself control over future water contracts and power.
The police, led by Nishikant Kamat as Rana, are enmeshed in corruption. When Siku is discovered planting a bug in Patil’s room, a chase ensues, ending with Siku escaping after a high-speed motorcycle pursuit, only to be caught and injured by the police. Ashish Verma as Rajat films the scene and rescues Siku from drowning, taking him secretly to a hospital. With Mumbai facing a grave water crisis, Rana manipulates the situation, offering free water in exchange for future control, which elevates him and Patil to hero status among the public.
Rajat’s evidence is instrumental in reopening the investigation into the explosion, revealing the true extent of the corruption and prompting widespread protests. Siku, under the alias Insaaf-Man, strategically invades Rana’s house. As Rana notices that his guards have been subdued, he encounters Siku, who stands on the balcony, ready to confront him and expose the truth, with the ghost of Bhavesh Joshi watching over him.
