Terry Monroe and Bob Bolaño return to the Albuquerque police force after being suspended for assaulting a colleague. This marks the beginning of their corrupt operations as they engage in systematic assault, robbery, and extortion of criminals.

While observing small-time thieves, Monroe and Bolaño become suspicious of local criminal Jimmy Harris. They suspect he is planning a significant heist and decide to dig deeper into his activities.

The duo coerces Reggie, a former associate of Harris, using threats of false arrest to extract information. Through Reggie, they learn about Clifford Reynard, the getaway driver for Harris's impending heist.

Monroe and Bolaño uncover that Harris' girlfriend, Jackie Hollis, previously worked at a strip club owned by Russell Birdwell. They confront Birdwell to learn more about Hollis' whereabouts after a confrontation with Harris.

Birdwell informs James Mangan, a British businessman, about the rising tension between the officers and Hollis. Mangan orders Birdwell to intimidate both parties to ensure the heist goes smoothly.

Monroe visits Hollis to deliver a new television, during which their relationship begins to develop romantically. However, their personal involvement complicates the ongoing criminal activities.

The officers receive distressing news when they discover Reynard dead, killed by his wife in a moment of rage. In their attempt to control the chaotic situation, they ponder their next steps amidst rising tensions.

Reggie takes Reynard's place in the heist, leading Monroe and Bolaño to a false location. When they discover the bodies of Harris and his crew, they mistakenly attribute the crime to Reggie.

After learning of Birdwell's harassment of Bolaño's wife, the corrupt officers retaliate violently, severely beating Birdwell to the point of inflicting lasting injury. This marks a significant escalation in their brutal methods.

Realizing Reggie has fled to Iceland, Monroe and Bolaño track him down. They eventually find him in a crowd, where he reluctantly reveals Mangan's involvement in the criminal undertakings.

Back in Albuquerque, Lieutenant Stanton informs the duo that Birdwell has filed charges against them. Monroe and Bolaño insist they are close to concluding their investigation, leading to mounting tensions.

During their search for Mangan, they encounter Reynard's son living on the streets. Despite objections from Bolaño and initial hesitations from Hollis, Monroe insists on bringing the boy into his care.

As Monroe faces intimidation from Mangan's thugs, the situation escalates violently when Mangan kills Power. Soon after, they learn that Reynard's death was a tragic result of a dark family secret involving child exploitation.

In a dramatic turn, Monroe and Bolaño confront both Birdwell and Mangan in a violent showdown. In a crucial moment, Bolaño's near-fatal situation turns into victory, revealing his protective gear.

The film concludes with Monroe, Hollis, Bolaño, and their families enjoying a serene holiday in Iceland. The picturesque Blue Lagoon serves as a backdrop for their newfound tranquility amidst the chaos they once knew.
