Two Bits and Pepper are horses living in Central California with their owner, Tyler Lauren Eckstrom, and her parents, Roger Perry Stephens and Carla. After school, Tyler’s best friend, Katie Rachel Crane, convinces her to ride the horses into town. Carla resists, so Katie improvises a plan to travel beneath the highway that crosses their property rather than directly crossing it—an idea that hinges on Carla’s vague rule.
Tyler, Katie, and their friends head toward town with the horses in tow, while trouble brews on a schoolyard earlier in the day. Two crooks, Zike and Spider Joe Piscopo, scheme to kidnap a young boy under the ruse of giving him a free ride home. The boy reports the incident to his father, who alerts the police.
Katie crosses the road—and runs into the danger lurking in Zike and Spider. They attempt to grab her by claiming that her dad knows them. She escapes by throwing rocks, and the scene shifts back to Tyler arriving home at sunset. Carla chews out Tyler for disobeying, and Tyler, feeling misunderstood, runs away, while Carla suspects it might have been a trick.
That night, Roger comes home to Carla in tears because Tyler is missing. They check Two Bits and Pepper’s pins and then hurry to the police station. Tyler is safe for the moment at Katie’s house, and Zike and Spider are briefly pulled over by police for matching the boy’s father’s description. After a tense moment, they are let go, while the FBI becomes involved in the investigation.
Later, Zike and Spider break into Katie’s house, forcing a dangerous turn as Katie drops a candle and the place goes up in flames before they escape into the surrounding fields.
Meanwhile, Two Bits and Pepper have escaped their pins and begin moving through the fields, guided by their strong bond with Tyler and Katie. The horses sense where the girls are and work to close the distance, a telepathic connection that threads their escape.
The next day, Tyler and Katie are hiding in a shack as Zike and Spider close in. The kidnappers set crude traps on Tyler and Katie, attempting to keep them contained, but the girls manage to outmaneuver their restraints and inch toward freedom.
Zike and Spider finally arrive in a stolen car, intending to drive Tyler to Mexico to traffic her. Katie bolts for safety, and the chase heats up as Two Bits and Pepper join in, breaking into a full-on pursuit through the countryside.
A railroad bridge becomes the turning point: Zike, Spider, and Tyler cross it, and a tense standoff unfolds. Spider grabs a pistol and toys with it, but the moment Two Bits startles him, the weapon fires accidentally, mortally wounding Spider while Tyler watches in horror. Zike reacts with fury, but Tyler is allowed to pass by and cry beside Two Bits.
A search helicopter narrows in on the scene, and Spider fires at it, causing chaos as the car spins. They survive the encounter, hopping out and fleeing on foot.
Pepper makes a dramatic re-entry, colliding with Zike and Spider. Spider falls into the river, and Zike tumbles down a hill, leading to his arrest. The police arrive to rescue Tyler and Two Bits, reuniting them with Roger, Carla, and everyone else who’s been looking for them. Spider is captured in a net.
Back at a veterinary hospital, Two Bits undergoes surgery for the gunshot wound and pulls through. A few weeks later, Tyler and Katie are riding Pepper when Two Bits trots up behind them. They ride into the sunshine together as the screen fades to black.
