The peaceful existence of the Brody family is turned upside down when their devoted Bloodhound, Buddy, driven by an unquenchable curiosity, embarks on a chase that leads to an unexpected ambush orchestrated by cunning cats. This seemingly harmless canine adventure unveils a shocking reality: cats and dogs are more than just smart companions; they are also tech-savvy operatives engaged in a covert war while keeping their true identities hidden from humans.

As Buddy goes missing, the imposing Anatolian Shepherd, Butch, is called upon to spearhead a critical mission to thwart the feline forces from making all humans allergic to dogs. Meanwhile, in a secluded barn, chaos ensues as a litter of Beagle puppies is inadvertently supplanted by Miniature Pinscher agents. Young Lou, the lone survivor, is chosen by Carolyn, the matriarch of the Brody family, as her new companion, receiving the name Lou based on a sarcastic suggestion from her son Scotty.

Lou’s adventure begins as he is unwittingly swept into a canine espionage operation. His journey with Butch, who mistakenly believes Lou is a trained operative, leads him to the secretive network of dogs where he meets agents Peek, a Chinese Crested Dog, and Sam, an Old English Sheepdog. As the story unfolds and Lou learns about the age-old conflict between cats and dogs, tracing back to Ancient Egypt, he discovers that Buddy has chosen a quieter life in retirement in Boca Raton.

On the other hand, the scheming Mr. Tinkles, a clever white Persian cat, is bent on world domination by manipulating Professor Charles’ findings on dog allergies. His dastardly plans are briefly interrupted by Sophie, his comatose owner’s maid, who has a curious habit of dressing him in ridiculous costumes. Tinkles orders his sidekick, Calico, to send Devon Rex ninjas to snatch the research, only for Lou to thwart their scheme, crossing paths with Ivy, a lovely Saluki and Butch’s former flame, who inspires Lou to connect with Scotty.

As tensions rise, Mr. Tinkles engages Russian Blue mercenary Dimitri Kennelkoff to plant a bomb at the Brody laboratory entrance. This leads to a heart-racing confrontation between Lou and Butch against Kennelkoff, escalating the stakes and jeopardizing their world. With Butch’s quick judgment, they manage to disable the bomb, capturing Kennelkoff in the progress. The dogs retrieve a vital note mistakenly swallowed by Mr. Tinkles, providing critical information to thwart the cat’s plans.

As Charles’ innovative device finally decodes the solution to human allergies to dogs—thanks to Lou’s playful interaction with Scotty—Mr. Tinkles hatches a nefarious plot to abduct the Brody family. Disguising himself as comatose plant owner Mr. Mason, he tricks the workers at a Christmas tree flocking facility into leaving for the day. He then captures the unsuspecting family by baiting them with false tickets to a soccer match.

Soon, he demands Charles’ research as ransom for the family’s safe return, prompting dogs from all corners of the globe to gather under the command of a noble Mastiff. When the crew refuses to surrender the formula, Lou turns to Butch, who divulges his own painful history of abandonment, leading to a split between them that leaves Lou feeling isolated and alone.

In a moment of desperation, Lou delivers Mr. Tinkles the sought-after research but soon finds himself betrayed. However, Butch stages a daring assault on Mr. Tinkles’ factory, where mice are being produced en masse to disseminate the allergy-inducing formula. Amidst the chaos, Lou courageously rescues the Brody family and Calico, who has been deceived by Tinkles.

As Butch, Ivy, Peek, and Sam engage in an epic showdown against Tinkles’ feline minions, Lou emerges triumphant, though at a steep cost—sustaining a severe injury amidst an explosion that obliterates the factory. In a deeply emotional moment, Butch rescues the seemingly lifeless Lou, confessing his remorse for the earlier betrayal and admitting that Lou was right to cherish his adoptive family. Lou regains consciousness and opts for a normal pet existence with the Brodys until he can evolve into a fully-fledged agent.
