In the midst of gently swaying tall grass, the whimsical factory of Zevo Toys stands, established by Kenneth Zevo as a haven where joy and innocence reign. Kenneth runs this enchanting establishment alongside his children, Leslie and Alsatia. However, tragedy strikes as Kenneth falls gravely ill and requests the presence of his brother, General Leland Zevo. When Leland arrives, Kenneth shares his wish for him to take over Zevo Toys upon his death, a request that perplexes Leland, who is more focused on military hierarchy than on playful creativity.

As fate would have it, Kenneth passes away, leaving Leland to grapple with his new responsibilities. Seeking guidance from their father, a retired four-star general bedridden with age, Leland is met with silence. He eventually agrees to honor Kenneth’s wishes, but upon entering the factory, he feels like a ‘fish out of water’, struggling to appreciate its playful spirit despite the warm welcome from Leslie and Alsatia.

During a tense board meeting, news of potential industrial espionage piques his interest. After discussing the situation with Kenneth’s former advisor, Owen Owens, Leland opts to implement drastic changes in the factory’s operations. In a formal dinner with his family, he introduces his son, Patrick, a camouflaging prodigy, as part of the new security measures aimed at preventing any unapproved information leaks. Leland further announces the introduction of a controversial line of ‘war toys,’ a radical departure from the factory’s ethos.

As time passes, the factory’s once-joyful atmosphere darkens under Leland’s new regime focused on military themes. His frustration mounts as the design teams struggle to execute his vision, leading to conflicts with Leslie. During one fateful moment, Leslie encounters Gwen Tyler (Robin Wright), hired just before Kenneth’s death, and finds her unique charm refreshing amidst the turmoil.

A trip to town reveals the expansive world of toy warfare, inspiring Leland with the notion of miniaturizing military hardware to allow remote operation, thereby rendering military spending more accessible. Subsequently, Leslie voices his concerns about Leland’s changes, arguing that Zevo Toys should maintain its focus on children’s joy rather than adopting a militaristic approach. Leland feigns agreement while plotting his own expansion.

As Leland’s demands lead to the downsizing of various departments, unpleasant changes sweep through the factory. Leslie, suspicious of Leland’s motives, gains entry into a high-security area where he discovers children engaged in war simulations on video game consoles. When caught, he narrowly escapes, prompting him to alert his family and friends. Despite his revelations, Leland remains tight-lipped, requesting time to finalize a secret project.

Tensions culminate as Leland prepares to unveil his ideas to officials from Washington D.C. His escalating power hunger is evident when his frustration leads him to act violently against dissent. Meanwhile, Patrick, troubled by his father’s behavior, confides in Leslie and the others, which spurs them into action against Leland’s increasingly erratic control.

As the team infiltrates the factory to confront Leland, they must outsmart a new array of toys gone rogue, leading to a battle between nostalgic toys and Leland’s military inventions. In a daring move, Leslie aims to shut down Leland’s controls by piloting a small plane in a makeshift New York setting. Although he successfully halts the chaos, the sea-swine, a lurking threat, attacks, exposing a shocking truth about Alsatia’s true nature as a robotic companion meant for Leslie curated by Kenneth.

Eventually, balance is restored as Leslie takes over Zevo Toys, guiding it back to its core ideals of innocence and playfulness. Meanwhile, Leland, now bedridden, shares a fate with their father. The film closes on a poignant note with Leslie, Alsatia, Gwen, and Patrick visiting Kenneth’s grave, where Patrick bids farewell and wanders away into the soothing embrace of the tall grass.
