A SWAT team surrounds the senator's house as the hostage crisis unfolds. The bomb squad discovers a device in the basement and works to disarm it. Frank Glass suspects the bomb is a decoy and his suspicions prove correct when the real bomb detonates, killing everyone inside.

One year later in San Francisco, Ray Nettles and his partner Art 'Fuzzy' Rice arrest a suspect on drug charges. Ray lets a pleading woman go with her child, while Fuzzy tells him to seek help for his 'demons'. Their stakeout at a warehouse draws them into a larger conspiracy.

Ray arrests Claire, the woman, but she refuses to reveal anything about the men behind the operation. The bracelet she wears is taken to the bomb squad and examined by Glass, who finds detonation cord and Semtex inside. The discovery links her to the planned attacks.

The bomber leader demands Claire's release and warns there is one hour to comply. When the police refuse, he bombs a bar, escalating the threat and bringing the case into the open.

Ray takes Glass back to the warehouse and they uncover a French cigarette and a jazz club matchbook that tie the case together. They go to the club and kill one of the bombers, disarming his bomb in the process.

Ray interrogates Claire again and she reveals the bomber's names: Alex Swan and Vershbow. She adds that she expects to be killed for talking, but has decided to cooperate with the authorities.

Swan plans to plant a bomb at the police station, but Vershbow forces Swan to surrender the bomb at gunpoint. The police corner Swan and Glass seems to stop a detonation, but Swan detonates several more bombs using a pay phone.

Swan orchestrates a massive bombing operation with a crew led by Vincent Cruichshank. Ray convinces the police to release Claire and they fit her with a tracking device to monitor Swan's movements.

Claire meets Swan and ultimately disables the tracking device, choosing to work with him. They discuss their 'masterpiece' as Claire heads to a phone booth to activate the bomb, signaling the next move.

Claire detonates a car bomb in Swan's car, leaving Glass and Ray to reassess who truly pulled the strings. Glass realizes Claire is the mastermind behind the plot.

Seeing City Hall on TV, Ray recalls Claire's story about her husband and confirms that she was the mastermind. They rush to City Hall, with Ray heading to the basement and Glass to the roof to stop the attack.

Ray disarms a bomb in City Hall's basement with coaching from Glass over the radio. The device turns out to be a decoy, while Glass disarms the real bomb on the roof, ending the crisis.
