Steve Ventura, Anthony Quinn, the French head of the Drug Enforcement Administration, cannot shake off the sense that a single seized lead will never be enough to topple Jacques Brizard, a drug lord whose political ties reach high into Marseille’s power structure. Brizard, James Mason, moves with a quiet confidence, and his web of business fronts and loyal lieutenants keeps evidence from sticking. After Brizard’s henchmen make a bold attempt on Ventura’s life, the law keeps slipping through his fingers, and Ventura accepts that the case won’t be won the traditional way.
Seeking a more ruthless route, Ventura approaches Inspector Briac, Maurice Ronet, who reluctantly points him toward a hired killer. The man he selects is John Deray, Michael Caine, a seasoned operative who travels to Marseille under a false identity. Deray begins surveying Brizard’s villa and quickly spots the humanizing pull of the crime boss’s world—the daughter, Lucienne, Maureen Kerwin, who lives in luxury thanks to her father. The two clash in a high-speed car race, with Lucienne behind the wheel of a Porsche 911S and Deray in an Alfa Romeo Montreal, a display that hints at the dangerous chemistry to come. After the race, Deray is invited to dinner at the villa, where he earns Brizard’s attention and curiosity.
Ventura, watching the cat-and-mouse game unfold, contemplates pulling the plug on the contract and having Deray arrested on trumped-up charges. Brizard, ever calculating, runs a background check on Deray and discovers that he once worked as a killer-for-hire, though he’s currently idle. Brizard tests Deray by assigning him to kill an informant, and Deray accepts without hesitation, sealing his fate as a trusted though expendable asset. Brizard then hires Deray as a full-time courier, a role designed to keep Deray close while Brizard searches for the opportune moment to remove him.
The plan tightens at a rendezvous that should transfer drugs, but Deray barely escapes when the gathering is revealed to be a trap: undercover police, tipped off to Deray’s presence, arrest him on charges of possessing illicit substances planted on him by Brizard’s orders. Deray manages a narrow escape, and the investigation tightens around a shipment that Brizard is buying up through Marseille from Turkey, a detail Deray had already overheard in Brizard’s conversations.
With new information in hand, Deray and Ventura press forward to the meeting where the drug deal is supposed to culminate. They uncover a shocking betrayal: Inspector Briac was secretly colluding with Brizard, intending to betray and kill Brizard in order to seize the drugs and frame Deray. A violent firefight erupts, drawing in all sides—Brizard, Deray, and Briac—though Brizard manages to drive away, seemingly resilient against the chaos.
Tragically, Deray collapses at Ventura’s feet from a fatal wound, and the last of the web of deceit begins to unravel in real time. Enraged by the betrayal and the bloodshed, Ventura heads to Brizard’s political fundraiser and, in a quiet, decisive moment, shoots Brizard, bringing an end to the crime lord’s hold over Marseille. With Brizard down, Ventura exits the scene, left to reflect on the price of justice and the cost of stepping outside the law.
