In the aftermath of Radcliffe's disappearance, Harry Palmer, a British Army sergeant with a rebellious streak, is called to a clandestine meeting. He is assigned by Colonel Ross to work within a secretive organization at the Ministry of Defence.

As Palmer delves deeper into the case, it becomes evident that Radcliffe's kidnapping is a small part of a much larger issue. He discovers that sixteen other distinguished British scientists have also gone missing under mysterious circumstances.

Palmer begins tracking down Eric Grantby, a key figure linked to Radcliffe's abduction. However, he faces an ambush from Housemartin, Grantby's lieutenant, leading to a chaotic confrontation.

In the heat of the altercation, Housemartin is killed by impostors disguised as Palmer and his ally Jock Carswell. This incident escalates the tension and danger surrounding Palmer's investigation.

On a train to Paris, Palmer is suddenly kidnapped and finds himself trapped in a cold, dark cell. Grantby initiates a series of psychological torture methods to brainwash Palmer, further complicating his mission.

Palmer reaches out to Major Dalby for help, unaware that Dalby is already under Grantby's influence. Dalby manipulates Palmer into meeting Ross at the same location where he was imprisoned, setting the stage for confrontation.
