As Boston braced for the outcome of the mayoral election, the corrupt incumbent, Joseph Miccelli, orchestrated an extravagant celebration at the Wharf, eagerly anticipating a significant influx of illicit cash bribes. Meanwhile, mobsters Mr. Besegai and Richie Dechico devised a bold plan to intercept this tainted fortune before it could be whisked away by an armored car. To pull off their heist, they gathered an eclectic team consisting of Scalvo, their devoted underling; Rory, a divorced Marine veteran plagued by his past and fixated on nabbing exactly $32,480 from the robbery; and Cobby Murphy, an alcoholic ex-con attempting to regain his footing.

Rory’s fixation on this specific amount perplexed his therapist, Dr. Donna Rivera, while Cobby’s bartender, Mr. Kelly, warned against slipping back into a life of crime. The trio infiltrated the Wharf through the kitchen entrance, only to face an unexpected twist: challenger Mark Choi had emerged victorious, while Miccelli obstinately refused to concede.

With the safe already emptied, Scalvo quickly adapted his strategy, targeting Miccelli and his inner circle instead, confiscating valuables including the mayor’s distinctive bracelet. The arrival of the chief of police ignited a violent clash, resulting in a tragic exchange of gunfire between him and Scalvo, leaving Cobby with a shoulder injury. Rory and Cobby executed a daring escape in the armored car, only to abandon it shortly after.

Seeking refuge at Mr. Kelly’s house, the two men turned to Dechico for help, only to be betrayed as he sent Booch and Colani to eliminate them. As a city-wide manhunt commenced, Miccelli put his trust in Frank Toomey from the Special Operations Unit, tasking him with retrieving the stolen bracelet – the key to his office safe. Toomey interrogated Dechico while Rory shared his personal motivator with Cobby: his intention to use his share to heal his fractured relationship with his estranged son.

Booch and Colani arrived at Mr. Kelly’s home, but were met with a deadly surprise: Cobby severed the gas line, plunging the house into chaos as an enormous explosion engulfed it. Rory and Cobby emerged from the flames clutching the bracelet, continuing their desperate flight.

In need of medical assistance for Cobby’s gunshot wound, Rory took him to Dr. Rivera’s office, where he took her hostage to ensure her help. As they treated Cobby’s injuries, Dr. Rivera’s initial fear transformed into empathy for their plight. However, a police call forced them to flee again, this time commandeering her car and narrowly avoiding capture during a harrowing high-speed chase.

In search of safety, they broke into Mr. Kelly’s abandoned bar, only to confront Toomey. A tense standoff ensued, with Toomey seizing Dr. Rivera and the bracelet, leaving Rory and Cobby trapped. In a last-ditch effort, Cobby severed the gas line again, creating an explosion that allowed them to make a final escape into the night.

Armed with the safe’s combination they had gleaned from their earlier antics, Cobby and Rory disguised themselves as firefighters to infiltrate the mayor’s office. The loud blare of false fire alarms acted as the perfect cover for their clandestine entry. Inside, they quickly secured themselves in the mayor’s sanctum, alongside his legal counsel, Alan Flynn. Demonstrating their skills, they cracked open Miccelli’s safe, uncovering a trove of ill-gotten cash. Flynn, eager to disassociate from his corrupt employer, proposed a deal: his testimony against Miccelli in exchange for two hard drives loaded with incriminating evidence.

As police surrounded City Hall, gunfire erupted, leaving Cobby wounded in the shoulder – a painful reminder of their high-stakes gamble. Officer Rivera ventured into the besieged building, negotiating with the bold thieves and emerging with Flynn in tow. Meanwhile, Rory and Cobby, resourceful as ever, pushed Miccelli’s heavy safe out of the window, showering the unsuspecting crowd below with money. Amid the ensuing chaos, they seized their opportunity and escaped the city in a stolen fire truck. Their freedom was short-lived, however, as Toomey intercepted them. Tensions escalated, culminating in Rory and Cobby trading the incriminating hard drives for their liberty while Toomey remained steadfast in taking them into custody.

Though Cobby and Rory faced the legal repercussions of their actions, Besegai and Dechico launched a desperate flight toward the Canadian border, aiming to find sanctuary in a remote cabin. Their journey turned perilous, ultimately leading to calamity as they succumbed to the harshness of the wilderness. Miccelli’s reign of corruption abruptly ended with his arrest, and the newly-elected Choi received the hard drives, which held account information worth an astonishing $100 million in untraceable funds. Sensing a golden opportunity, Choi resolved to keep the ill-gotten money for himself, discreetly securing Cobby and Rory’s release from their legal troubles.

As Rory found solace in reconciling with his estranged son, Cobby sought out Dr. Rivera at her home, potentially in search of redemption or closure. In a grim postscript, the frozen bodies of Besegai and Dechico were discovered in the icy wilderness, a chilling reminder of the grave consequences stemming from their choices.
