As Boston prepares for the outcome of a pivotal mayoral election, tensions run high. The incumbent mayor, Joseph Miccelli, remains confident about his re-election and anticipates a large influx of bribes during his extravagant celebration at the Wharf.

Mobsters Mr. Besegai and Richie Dechico devise a plan to intercept the bribery cash before it is delivered to Miccelli. They recruit an eclectic team that includes Scalvo, Rory, and Cobby, each with their own motives for joining the heist.

Rory, Cobby, and Scalvo successfully infiltrate the Wharf through the kitchen. However, they are met with an unexpected turn of events when challenger Mark Choi is announced as the victor of the election, throwing their plans into disarray.

With the safe emptied by Miccelli's team, Scalvo shifts focus to stealing from the mayor himself. A violent clash ensues when the chief of police arrives, resulting in a tragic gunfight that leaves Cobby injured.

Rory and Cobby escape in an armored car but quickly abandon it. Seeking refuge at Mr. Kelly's house, they are soon betrayed by Dechico, who sends hitmen after them, initiating a city-wide manhunt.

Miccelli enlists Frank Toomey from the Special Operations Unit to retrieve the stolen bracelet, which is crucial for his office safe. Toomey interrogates Dechico, leading to an escalating conflict as Rory seeks help for Cobby.

With their backs against the wall, Cobby and Rory orchestrate a chaotic explosion at Mr. Kelly's home by severing the gas line. The ensuing destruction provides a narrow escape route for the duo, clutching the bracelet.

In desperate need of medical attention for Cobby, Rory takes Dr. Rivera hostage at her office. As Donna treats Cobby’s injuries, the situation becomes complicated when a police call forces them to flee again.

Rory and Cobby break into Mr. Kelly's abandoned bar, where they confront Toomey. A tense standoff unfolds, resulting in Toomey taking Dr. Rivera and the bracelet, leaving Rory and Cobby feeling cornered.

Disguised as firefighters, Rory and Cobby infiltrate the mayor's office amidst a false fire alarm. They manage to crack open Miccelli's safe, retrieving a significant sum of cash while negotiating with Alan Flynn for a deal.

As police surround City Hall, Rory and Cobby make a daring escape by throwing money from the safe out of a window below. Seizing the moment, they commandeer a fire truck to flee the chaos of the besieged building.

With Miccelli’s arrest, the hard drives containing $100 million in untraceable funds are handed over to the newly elected Mayor Choi. Choi, seeing an opportunity, decides to keep the money for himself while arranging Cobby and Rory's release.

Following a tumultuous series of events, Rory begins to reconcile with his estranged son. Meanwhile, Cobby seeks closure by visiting Dr. Rivera, hinting at a desire for redemption after their harrowing encounters.

In the aftermath of their failed escapade, the frozen bodies of Besegai and Dechico are discovered in the wilderness. Their unfortunate fate serves as a stark reminder of the consequences that arose from their reckless choices.

With the chaos behind them, Rory and Cobby look toward their future. The events have altered their lives, leaving them with lessons learned and paths that diverge but lead to a long-awaited sense of freedom.
