On Halloween night, Gotham City is thrown into shock as Mayor Don Mitchell Jr. is brutally murdered. This act is committed by a serial killer identifying himself as The Riddler, setting a chilling tone for the events that unfold.

Billionaire Bruce Wayne, who has been vigilante Batman for two years, partners with the Gotham City Police Department to investigate the murder. Their collaboration aims to uncover the truth behind the Mayor's death and the messages left by The Riddler.

During the investigation, Lt. James Gordon finds a cryptic message intended for Batman. However, he faces reprimand from Commissioner Pete Savage for allowing Batman onto the crime scene, resulting in Batman's forced exit.

The Riddler follows up his first murder by eliminating Commissioner Savage, leaving behind more clues. This escalates the investigation and intensifies the sense of urgency for Batman and the GCPD.

Batman discovers a hidden thumb drive in Mayor Mitchell's car. It contains incriminating photos of the Mayor with a woman named Annika, leading Batman to the Iceberg Lounge for further investigation.

At the Iceberg Lounge, Batman interrogates the Penguin, the lieutenant of mobster Carmine Falcone. Despite the Penguin's claims of ignorance, Batman learns that Selina Kyle, Annika’s roommate, works as a waitress at the lounge.

After Annika goes missing, Batman sends Selina Kyle back to gather more information. Her investigation unveils connections between Falcone and corrupt officials in Gotham, deepening the plot.

The Riddler kidnaps District Attorney Gil Colson, attaching a bomb to him and demanding that he solve riddles during Mayor Mitchell’s funeral. Batman arrives, but the tension peaks when the final riddle leads to tragedy.

As Colson struggles to decipher the final riddle, he chooses not to answer, leading to the bomb's detonation. The explosion kills Colson and sends shockwaves through Gotham and Batman, who feels the weight of his failure.

Batman and Gordon trace the Riddler's motives to a former orphanage linked to Bruce's parents, Thomas and Martha Wayne. They uncover the Riddler's vendetta against the Wayne family, complicating Bruce's understanding of his past.

Bruce confronts his butler Alfred to learn the truth about his parents' connection to Carmine Falcone. Alfred reveals that Thomas Wayne had intended to bring justice against Falcone, which may have ultimately led to their deaths.

Selina Kyle reveals a shocking secret: Falcone is her estranged father. The realization that Annika's death was tied to her actions at the funeral drives Selina towards a quest for revenge against her father.

Batman intervenes in Selina's attempt to kill Falcone, persuading her that it would ruin her future. He arrests Falcone, but The Riddler intervenes and assassinate him from a distance, sabotaging their efforts.

After being captured, The Riddler, whose real identity is Edward Nashton, tries to recruit Batman in a twisted partnership. Batman rebuffs him, leading to an explosive escape plan by the Riddler.

Amid the chaos of The Riddler's bombings in Gotham, Batman races against time to save citizens. In the end, he realizes that inspiring hope in people is pivotal to combating Gotham's darkness, despite Selina's offer to leave with him.
