Superman/Batman: Public Enemies

The United States elects Lex Luthor as president amid a severe economic depression. He consolidates power by assembling a government-sponsored superhero team including Captain Atom, Katana, Black Lightning, Power Girl, Starfire, and Major Force. Superman and Batman remain wary of his motives, despite Power Girl's optimism and Atom's loyalty.

A massive Kryptonite meteor is detected hurtling toward Earth. Rather than seek help, Luthor orders its destruction with nuclear missiles. He meets with Superman in Gotham under a pretense of a truce, setting the stage for later confrontation.

During the Gotham meeting, Metallo is hired to confront Superman and Batman. The battle injures both heroes, and an unknown assailant kills Metallo before he can reveal anything more. The incident exposes Luthor's dangerous manipulation of events.

On national television, Luthor frames Metallo's murder as Superman's doing, using altered footage and a claim that Kryptonite radiation can affect Superman's judgment. He unveils a billion-dollar bounty on Superman and sharpens public distrust in the hero.

Batman and Superman break into S.T.A.R. Labs to study the meteor and uncover Metallo's remains, realizing a radioactive energy blast killed him. An army of villains attacks the duo, but Captain Atom defeats most of them with a giant energy blast, allowing the heroes to escape with Power Girl.

In the ensuing clash, Major Force kills Metallo under Luthor's orders. Batman's taunts push him toward confession, but Major Force attacks. Power Girl punches him hard enough to rupture his containment suit, releasing lethal radiation; Captain Atom absorbs the energy and disintegrates Major Force, leaving him comatose.

The meteor's radiation sabotages the missiles, preventing their intercept. Meanwhile, Amanda Waller uncovers that Luthor has secretly been taking a strength-enhancing steroid mixed with liquid Kryptonite, revealing his plan to let the meteor hit Earth so he can rebuild society as Earth's sole ruler.

Batman and Superman battle Captain Marvel and Hawkman before breaking into Luthor's base to retrieve meteor data. Luthor refuses to relinquish it and erases it from the lab computers, but Amanda Waller provides them with a copy.

Batman, Superman, and Power Girl journey to Tokyo to deliver the meteor data to Toyman, who has built a rocket-propelled spacecraft designed to intervene with the meteor. Waller and the military prepare to arrest Luthor as the clock ticks down.

Luthor injects himself with Kryptonite steroids and suits up in a power armor, neutralizing Power Girl, Superman, and Batman. He escapes, setting the stage for a final confrontation to control the meteor's fate.

With no other option, Batman pilots the rocket. He initially struggles, but Superman eventually disables Luthor's suit and Captain Atom's team captures Luthor. Batman destroys the meteor and returns to Earth in an escape pod.

The truth about Metallo's death is exposed, clearing Superman of murder charges. Lex Luthor is arrested and faces impeachment for his crimes. Back on Earth, Lois Lane arrives at the Daily Planet and embraces Superman as Batman returns to Gotham.
