The film opens with the borough of Richmond buzzing with excitement as they get ready for a concert featuring Ellen Aim, a local girl who has risen to stardom. As the concert kicks off, a pack of bikers clad in black leather storms into town. Inside the venue, the stunningly attractive Ellen Aim captivates the audience with her performance, accompanied by a dazzling light show and thumping music. The motorcycle gang makes their presence known, settling in to observe the show, completely unmoved by the vibrant crowd dancing around them.
As the first set wraps up, the bikers unleash chaos, charging the stage and seizing Ellen. A fierce struggle ensues between the gang and the band, but the bikers’ ruthless efficiency overpowers them. In the aftermath, they kidnap a screaming Ellen Aim and escape into the night, leaving the streets in turmoil.
In the meantime, Reva Cody is in the diner she runs, composing a letter to her brother Tom. Recently released from military duty, Tom Cody boards a train back home. When a group of young troublemakers invades her diner, Reva stands up to them, but they retaliate. Tom quickly steps in, humorously dispatching their leader and sending the rest of the gang flying out the window. Delighted to have him back, Reva updates him about the crisis involving Ellen.
Reva’s shared news about Ellen Aim being taken by the notorious Bombers ignites anger in Tom, especially upon learning she’s dating her manager, Billy Fish. Despite his frustrations, he decides to rescue her. At a bar, he meets McCoy, a tough former soldier played by Amy Madigan, who asks to team up after losing her place to stay. They bond over a mutual interest in helping Ellen but quickly realize that their reluctant alliance will be anything but smooth.
As Tom prepares for the rescue, he seeks out guns from a contact and heads back to the diner, where he confronts Billy, who is portrayed by Rick Rossovich. After some tense negotiations, Tom demands $10,000 for the job, and in a surprising turn, Billy agrees. Despite initial resistance, they agree McCoy can come along for a share of the payout, with her skills in driving and taking charge proving invaluable.
Their mission takes them to the Battery, where tension runs high in a biker establishment known as Torchies. While a band plays, Raven, the leader of the Bombers, attempts to seduce Ellen Aim, who is helplessly tied up. She fiercely rejects him, setting the stage for a dramatic confrontation as Tom, McCoy, and Billy aim to infiltrate the club for a rescue.
In a series of unexpected twists, McCoy manages to stealthily navigate her way upstairs after knocking out a biker. Meanwhile, atop a nearby roof, Tom watches and prepares to spring into action. As the chaotic battle unfolds, setting motorcycles ablaze, they manage to free Ellen Aim and make their escape.
Tension rises when they regroup and confront the emotional baggage and complex relationships they share. As they race through Richmond, they hijack a bus to evade the police, creating further pandemonium on their journey back. However, tensions remain high as they encounter a police roadblock, leading to a dramatic stand-off and gunfire that furthers their predicament.
Back at the police station, Ellen expresses her disdain for Tom and his motivations, which leads to a heated conversation that challenges their past connections. Ultimately, the gang’s ferocity reaches its peak as Raven demands Tom in exchange for peace.
The climax unfolds in an exhilarating face-off between Tom and Raven that features hand-to-hand combat, raw emotion, and the city population rallying against the Bombers. As tensions ease and the dust settles, the story leads us back to a concert, where Ellen Aim prepares to perform once more, while Tom watches from the sidelines, indicating the possibility of new beginnings even as he bids farewell. Thus, the film concludes with the lingering question of love, choice, and destiny as characters depart, ready to face new challenges in their lives.
