Parthi, a new inmate, is falsely accused of murdering Shanmugam. Ismail senses a miscarriage of justice and begins investigating Parthi's life and his fiancée Revathy, who owns a nearby flower shop. Parthi and his mother run a roadside eatery, highlighting his humble background as the case unfolds.

Kattabomman, a long serving prison employee, recounts Sigamani Siga, a notorious gangster who still exercises control over the prison and the city from behind bars. Siga's wealth and network earn him loyal followers, including Tiger Mani who wrestles with anger. The fragile balance of power sets the stage for further conflict inside the prison.

Inside the prison, Parthi begins to inquire about Siga. Siga's associates attack Parthi and Mani beats him brutally. Siga steps in to stop the assault, signaling the uneasy control Siga still wields over inmates and guards.

The minister appoints Kattabomman to counter Siga's influence, and Sunil Kumar becomes the jail superintendent. Siga claims he has transformed, attempting to placate the rising opposition. The looming clash between Siga's gang and the new administration is set in motion.

When Mani is caught drug-peddling, Siga is arrested and publicly humiliated in a staged frisking, exposing the fragile grip on power inside the prison. The episode deepens the rift between Siga's loyalists and the new administration. This public humiliation heightens tensions within the inmate population.

Sunil assigns Parthi to work in the prison kitchen under Bashir Bhai, where he befriends Rangu and Mohan. Parthi discovers VIP prisoners exploiting inmates for their benefit, while Kendrick's Bible is confiscated and he is brutalized, confined to a dark cell. Kendrick's isolation culminates in a tragedy within the prison.

Kendrick eventually succumbs to fear, dying inside the prison. His death becomes a flashpoint that chills the inmate population and intensifies calls for accountability. Ismail's inquiry later connects Kendrick's demise to Sunil's inhumane handling.

Days before Christmas, Seelan urges exposing Sunil's brutal treatment to the public. On Christmas Day, a reporter with church sisters visits the prison to witness the conditions firsthand. The scene raises expectations for a public reckoning of prison abuses.

Sunil unofficially releases Parthi, hoping to coerce him into killing Siga. He arranges a meeting between Parthi and his mother to seal the manipulation. To cement the trap, Sunil instructs Parthi to mix laxative powder in Siga's food, though Parthi suspects poison.

Parthi refrains from poisoning Siga, but Mani gives Siga adulterated food. Siga consumes it and dies en route to the government hospital, prompting an autopsy that reveals an additional toxic substance. Sunil had tried to remove Siga's threat, but the truth begins to surface.

News of Siga's death spreads through the prison, sparking a violent uprising as inmates attack guards and break free from their cells. Mani seizes control of the prison while rival gangs vow retaliation, and Bashir Bhai is fatally shot while protecting others. The chaos sets the stage for further confrontations with the authorities.

Ismail concludes the inquiry with lingering doubts about Parthi's innocence, noting that one MLA now sits in the Home Minister's chair. Kattabomman is promoted to Superintendent, and Parthi's family rises from poverty to own a thriving restaurant. Parthi and Kattabomman exchange a silent, knowing glance as the film ends, with Ismail perplexed by Parthi's willingness to accept responsibility.
