Parthi, the modest roadside cook, spends the film trying to untangle the web that landed him behind bars for the murder of IAS officer Shanmugam. In the closing act, the corrupt police chief Sunil Kumar pretends to help Parthi, offering a chance to meet his mother and promising that a harmless laxative slipped into the food of the feared inmate Siga will force the gangster to spill the names of the real culprits. Parthi hesitates, but the drug is administered anyway; Siga collapses and dies during the transport to the hospital, sparking a violent uprising inside the prison.

While chaos erupts, the power‑hungry inmate Tiger Mani leverages the unrest to force the authorities to reveal the location of three opposition MLAs hidden in the jail. The home minister, desperate to contain the scandal, hands the operation to the Directorate of General Investigation, hoping to sacrifice Sunil and restore order. In the melee, Sunil kills Bashir, the kitchen’s head chef, a man Parthi admired, and then publicly brands Parthi a “rat”. Overcome with fury, Parthi grabs a weapon and kills Sunil, shouting that he will no longer be labeled a traitor.

The real mastermind behind Siga’s death is revealed to be Kattabomman, an ambitious officer who had been promised the chief’s post before Sunil’s arrival. He had instructed the drug‑addicted inmate Mohan to poison Siga’s food, eliminating a potential whistle‑blower who intended to expose the collusion of politicians and police. After Sunil’s murder and Mani’s subsequent death, Kattabomman storms the prison with his men, orders a wholesale shooting of anyone who might testify, and pins the entire fiasco on Mani. In his testimony to the inquiry commission he claims the choice between “being king of hell or living a dissatisfied life,” and he gladly takes the former, securing a promotion to SP.

Parthi, bruised but alive, chooses silence. He receives an anonymous sum that finally allows him to open his restaurant, yet he elects to remain in prison, believing that honesty would have cost him everything while his complicity now brings him the life he once dreamed of. The commission’s investigation closes without uncovering the truth; the corrupt system rewards the very people who perpetuated the crime, leaving Parthi’s fate a stark commentary on justice twisted by power.
