Fairfax, a ruthless mastermind, aims to collect four interlocking electronic devices that could shift global power. He has already acquired three of them through deception and violence. The plot sets the stage for a dangerous confrontation in Los Angeles.

Carrie Wink, unaware of who her passengers are, transports two of Fairfax's henchmen to the site of an exchange. This misdirection binds her to Fairfax's plan, even as she remains ignorant of the danger. The setup foreshadows the escalating conflict in the city.

The fourth device is tucked away inside Zitex, a towering skyscraper in downtown Los Angeles. Cranston, the device's intended owner, becomes a crucial link in the race to secure or steal it. The building will soon become the battleground for the heist.

Carrie is summoned to pick up two VIPs, who turn out to be Fairfax and his French assistant Jacques. She drives them to the Zitex building, unwittingly delivering them into the terrorists' hands. The hijackers seize control of the security system and purge a whole floor.

Fairfax confronts Cranston, the possessor of the fourth device, and intends to kill him. Cranston is mortally wounded but manages to escape with the suitcase containing the device. On the rooftop, he entrusts Carrie with the suitcase and warns her to keep it away from Fairfax.

A terrorist pursues Carrie across the roof. She swings down on a window-washer rig and rides a steel winch, dodging bullets until a gunman destroys the winch and she crashes through a window. She survives and continues the fight on the way to safety.

Carrie stashes the suitcase in a trash trolley to hide it from prying eyes. She encounters a boy riding a toy bike; his mother has been shot, and Carrie protects him as the danger closes in. The moment deepens her resolve amid the chaos.

She retrieves a firearm from a security guard and makes her way back to the floor where hostages are being held. With a new weapon, she prepares to disrupt the terrorists' control and rescue the captives. The rescue attempt tightens the stakes for everyone involved.

Carrie disrupts the terrorists' surveillance by lighting fires in waste paper bins, triggering the building's alarms. The fires alert the LA fire brigade and disable some security monitors. Her actions create confusion that favors the hostages.

Fairfax and his men capture Carrie and demand the suitcase's location as the price of hostage freedom. A hostage is killed when he tries to exchange his captivity for cash. In a tense moment, Carrie reveals where the suitcase is hidden.

Gordon Wink, Carrie's LAPD detective husband, investigates the strange events and heads toward Zitex. By chance he finds Carrie's mobile phone, confirming her involvement and spurring him to act. He becomes an unexpected ally against Fairfax.

A guard escorts Carrie into a room and tries to rape her; she defends herself, stabbing him in the leg and shooting him dead. She then confronts Natasha and shoots her in the back, freeing the hostages from their captors.

Gordon is assaulted by another terrorist but is rescued by Carrie. Fairfax locates the fourth device and kills Jacques, then rushes to the roof to force Carrie to fly him out by gunpoint. Gordon arrives with the boy, complicating Fairfax's plan.

Carrie confronts Fairfax and knocks the weapon from his hand. She fights him with kicks and punches until Fairfax falls to his death from the rooftop. The immediate threat ends as the law closes in on the scene.

The boy is reunited with his mother, who has survived the chaos. Carrie and Gordon, both injured, are escorted away by an ambulance, marking a fragile but hopeful end to the crisis.
