Driven by a sense of duty, Casey decides to accompany his niece Sarah to Los Angeles for the funeral. Their journey through the scenic Rocky Mountains aboard the Grand Continental train takes an unforeseen twist. Along the way, they meet fellow travelers, including the affable steward/porter Bobby Zachs (Duane Whitaker), and engage with the culinary team, creating a bond that will prove significant in the face of looming threats.

As the train treks through breathtaking landscapes, a group of terrorists tragically derails their journey, brutally murdering the train's engineer and brakeman. Commanded by the devious and tech-savvy Travis Dane (Steven Seagal), alongside cohorts like Marcus Penn and others, the hijackers swiftly cut off communication and confine passengers to the last two train cars. Dane's sinister motives soon come to light as he coercively demands secrets from former Department of Defense colleagues related to Grazer One, a highly classified military satellite with the capability to unleash deadly tectonic forces underground. After being dismissed from the Pentagon and faking his own death, Dane is now on a vengeful mission, planning to exploit Grazer to strike at a nuclear reactor beneath the Eastern seaboard. In a demonstration of the satellite's destructive power, Dane obliterates a Chinese biological weapons facility disguised as a fertilizer plant and targets an airliner carrying his investor's ex-wife.

While the U.S. government desperately tries to track Dane’s moves, he remains elusive, utilizing Grazer to remain undetected and influence events from the shadows. Concurrently, Casey forms an alliance with Zachs as they resolve to take matters into their own hands, relaying critical information to Admiral Bates (William Sadler) at the Mile High Cafe.

With the details of their dire situation, Bates greenlights a perilous mission involving two F-117 stealth aircraft aimed at eliminating the train and ending Dane's threat. As tensions rise, Casey finds himself thrust into an intense battle to save innocent lives onboard the Grand Continental and to restore a sense of security amidst chaos.

As Zachs' misguided path becomes evident, a catastrophic crash with a Southern Pacific freight train carrying hazardous materials looms.
