Detective Kenner, Dolph Lundgren, is an American cop raised in Japan. His new partner, Johnny Murata, Brandon Lee, is an American of partial Japanese descent. Kenner does not appreciate American culture, while Murata doesn’t care much for Japanese culture, but both are skilled martial artists who share a deep proficiency in hand-to-hand combat. They are assigned to Little Tokyo, where they break up criminal activity in a Japanese restaurant and secure an arrest. While questioning the suspect, Kenner notices tattoos of the Iron Claw yakuza clan, a grim reminder of a childhood memory when he witnessed his parents being killed by a yakuza member. Before any interrogation can proceed, the suspect kills himself by breaking his own neck, leaving a chilling impression on the pair.

The Iron Claw leader, Yoshida, Cary-Hiroyuki Tagawa, escalates the violence by targeting the Bonsai Club, crushing its owner Tanaka, Philip Tan, in a car compactor to seize control of the club. To celebrate this power grab, Yoshida hosts a party at his house with the club staff. During the festivities, Yoshida discovers that Angel, Renee Griffin, had warned Tanaka about him. Angel is brought to Yoshida’s office, where she is drugged, stripped, and then beheaded in a brutal display of power. The coroner later reveals that the methamphetamine in Angel’s system would have caused her death regardless, a detail that adds weight to the case and pushes Kenner and Murata deeper into the investigation. The body’s findings strengthen their resolve to uncover Yoshida’s operation.

Seeking more clues, Kenner and Murata return to the Bonsai Club and meet Minako Okeya, Tia Carrere, the club’s lounge singer, who becomes a crucial ally in uncovering Yoshida’s drug distribution network. They learn Yoshida is using a local brewery as a distribution hub, enlisting smaller gangs—like the Hells Angels, Crips, and Sureños—to traffic the drugs in exchange for a cut of the profits. After a tense confrontation at the club, Yoshida abducts Minako again, forcing the two detectives to push forward with their plan.

Kenner and Murata are captured and subjected to torture, stripped topless and electrocuted, yet they manage to escape their bonds. They mount a bold assault on Yoshida’s brewery, rescuing Minako once more and preparing for a final, decisive strike. The pursuit leads them into a city parade, where a modern, samurai-style sword duel unfolds between Kenner and Yoshida. The clash ends with Kenner overpowering Yoshida, impaling him through the abdomen and then casting him into a giant spinning Catherine wheel fireworks display, which burns Yoshida alive before exploding.

In the aftermath, Kenner and Murata are hailed as heroes by the cheering crowd as they escort Minako away from the spectacle, closing the case with a stark sense of justice and renewed respect for the discipline that first brought them together.
