Jack Foster and his daughter Amanda arrive in Bucharest for the anniversary of his wife's death. A car bomb targets his father-in-law George's limousine, causing chaos and forcing Amanda's kidnapping. The attack signals the start of a dangerous chase through Romania.

Jack reunites with his old CIA ally Harry, who unexpectedly resurfaces after years apart. They agree to work together to locate Amanda, recognizing the high-stakes nature of the mission. Trust is thin, but the hunt begins with a dangerous partnership.

Harry leaves Jack locked in a secure room and sends four armed men after him. Jack fights his way free and forces Harry into an SUV. Harry reveals that Amanda’s kidnapping is tied to MKUltra, a biological weapon the FSB intends to acquire.

The duo reaches the US Embassy where Ambassador Cochran asks Jack to locate Amanda. He learns that international stakes are high and that time is running out. The embassy briefing sets the stage for a volatile pursuit.

Two Romanian cops, Seaka and Urich, arrest Jack and escort him to the station, where he meets Anya, the woman who has Amanda. Jack is forced to beat Seaka and Urich as Anya escapes, revealing herself as a key player in the kidnapping.

Jack goes to a building to meet Harry, who is accompanied by Schmitt and Chambers. Chambers kills Harry, and Jack kills Chambers; he exchanges gunfire with Schmitt, who escapes. The betrayal sharpens the danger looming over Amanda.

Anya sits with Amanda and informs Jack that she took Amanda to protect her. She shares that her past as an intelligence agent and the loss of her husband and daughter were caused by people from her own agency. The revelation reframes Amanda's captivity as a protective act, not mere abduction.

Anya, now a cab driver, leads Jack to Club Lido where tension erupts. In the women's restroom, Anya pulls a gun and demands a passport and passage to America. After a tense exchange, Jack ties Anya up and they fight their way out, heading for Anya's car with Schmitt in pursuit.

Seaka and Urich search Anya's apartment but find no sign of Amanda or Anya. After the cops leave, Jack and Anya return and slip past the surveillance, avoiding capture as they regroup for the next move.

Schmitt and his man hunt down Cyrell, who watches over Amanda with Anya. Cyrell is found dead and Amanda is not there, though Amanda's backpack is discovered, deepening the mystery and escalating the chase.

Seaka and Urich finalize their pursuit with Jensen, but Urich is killed by Jensen's man on a rooftop. A helicopter aligned with Waters opens fire, forcing Jack and Anya into a desperate escape through the surrounding woods as the chopper explodes.

Jack confronts Waters at the Central Library, insisting on seeing Amanda before handing over the MKUltra formula. Waters forces a dangerous standoff while a subordinate escorts Amanda to a balcony; Jack shoots the man holding her, and Waters is compelled to shoot Schmitt. Jack then dispatches Waters, taking out Jensen's henchmen as a final wave of violence erupts.

As the dust settles, Jensen's henchmen are dealt with, and George steps into the fray only to be killed by Jack with a decisive chest strike. Rogers hacks into the MKUltra program, terminating the project and restoring a fragile peace as Jack is reunited with Amanda.

Ambassador Cochran arranges a passport for Anya so she can travel to America, signaling a potential new start. Jack and Amanda return to the United States, reunited and safe again after an intense international ordeal. The mission ends with a personal reward: Jack buys Amanda a horse to celebrate her bravery.
