Widowed former CIA agent Jack Foster (Steven Seagal) is an enigmatic Fortune 500 business owner and the father of an 8-year-old daughter named Amanda Foster (Skye Bennett). It’s the anniversary of his wife’s death, and he travels with Amanda to Romania, the birthplace of Amanda’s mother who died five years earlier. But upon arrival at Bucharest airport, a car bomb blows up his father-in-law George’s limo and Amanda is kidnapped. In the chaos, Jack reconnects with Harry (Vincent Riotta), a former CIA buddy who has mysteriously resurfaced after years apart. They set off to locate Amanda, but the trail goes cold and Jack grows wary of Harry.

At a safe house, Harry locks Jack in a secured room and dispatches four men after him. Jack fights them off, killing all four and making a daring escape. Outside, he forces Harry to climb into an SUV. Harry reveals the core of the plot: a biological weapon called MKUltra — an untraceable virus that can trigger illnesses like influenza and various cancers, with infected people dying within six months to a year. The virus’s formula had been with George; he allegedly stole it from Black Ops and planned to sell it to the highest bidder—the FSB. Now the FSB suspects that Jack is in possession of the formula and intends to use Amanda as leverage.

Jack pushes for answers and makes for the U.S. Embassy, where Ambassador Cochran (Imelda Staunton) asks him to locate Amanda. On the way, two Romanian cops, Seaka and Urich, detain him and deliver him to the station, where he meets Anya (Eva Pope, a woman linked to the kidnapping. Jack is forced to beat off Seaka and Urich as Anya escapes. He then heads to a building to meet Harry, who is joined by Schmitt (Alex Ferns) and Chambers. Chambers kills Harry; Jack kills Chambers in a later gunfight, while Schmitt escapes.

At the site where Amanda is kept, Anya reveals that she kidnapped Amanda to protect the little girl after her own tragic past as an English intelligence agent, where her husband and daughter were killed by people within her agency. Since Anya drives a cab, Jack arranges for a taxi to take him to Club Lido. Seaka and Urich learn of this and dispatch patrol cars to the club. Inside, Jack confronts Anya in the women’s room; she pulls a gun and demands a passport and passage to America in exchange for Amanda. Jack strips her of the weapon and holds her for answers, while Schmitt arrives and more trouble ensues. Jensen (Levan Uchaneishvili) appears and joins the chase; Anya and Amanda hide and wait for an opportunity to escape.

Seaka and Urich search Anya’s apartment and smash it, but find nothing. Jack and Anya return to the location and realize that Waters (Garrick Hagon), a corrupt CIA agent, has been pulling strings and intends to sell MKUltra to the highest bidder; Seaka and Urich want the virus for themselves. A tense night unfolds, with Cyrell (Werner Daehn)—the wheelchair-using guardian—being tracked and eventually found dead, and Amanda still missing. The search intensifies as Seaka and Urich join the pursuit with Jensen’s men on their heels.

The pursuit erupts onto rooftops; Urich meets with Jensen and his men as Anya uses a cunning setup to lure the opposition. A helicopter attack carrying Waters’ interests closes in on Jack and Anya, but they manage to hide the car in the woods as the chopper explodes in a fireball. Back at the embassy, Jack awaits Waters at the Central Library and presses for a face-to-face. He sees Amanda displayed on a balcony, and Waters offers 60 seconds to surrender the MKUltra formula or Amanda will be killed. Jack refuses, shoots the man holding Amanda, and then forces Waters to fatally shoot Schmitt. Jack follows with a flurry of shots, killing Waters. Jensen’s henchmen return fire; Jack disables Jensen by driving out his vision with a brutal move and then confronts the remaining threats. George steps forward with a gun, but Jack ends him with a decisive martial-arts strike that leaves blood on the wall.

Rogers hacks into MKUltra to halt the project, and Jack is reunited with Amanda. Ambassador Cochran steps in again to secure a passport for Anya to reach America, and the pair finally return to the United States. To celebrate Amanda’s bravery in Romania, Jack gifts her a horse, a quiet symbol of courage and a reminder of their arduous journey.
