Ambassador Palmer Robert Harris becomes a focal point of a high-stakes standoff as Scandinavia's head of security, Col. Nils Tahlvik Sean Connery, pushes for a hard line, only to be overruled by both Scandinavian and British governments who insist that the terrorists' demands be met.

A passenger aeroplane arriving at the capital's airport is hijacked by another small group led by Ray Petrie Ian McShane, and the aeroplane ends up parked on an isolated taxiway. Petrie, known to Shepherd, convinces Martin Shepherd John Quentin, leader of the hostage group, that their best chance is to leave on the hijacked plane, not on a military craft as originally planned.
