As the system expands globally, the South East Asia Union (SEAUn), embroiled in civil war, implements it as an experiment in the coastal town of Shambala Float, achieving a period of peace and security. However, SEAUn terrorists infiltrate Japan, bypassing the Sibyl System and launching an attack. Investigator Tsunemori is dispatched to Shambala Float to investigate, uncovering a complex truth about justice in this new environment and confronting the shadow of a mysterious figure.
