Psycho-Pass: The Movie

Akane Tsunemori is granted permission to travel to the SEAUn to pursue the infiltrators. She is received by Colonel Nicholas Wong, who leads a military procession. Wong explains that Dominators are not used in SEAUn, and that due to scarce resources latent criminals wear deadly collars. The team launches an operation outside Shambala Float to locate the terrorists and recover evidence of Kogami.

During a battle outside, Tsunemori and Kogami are forced to flee when Wong's drones attack Kogami. They head toward the terrorists' base to regroup. The pair aims to survive and uncover the truth as the terrorists fight to free their nation from Han's dictatorship and Sibyl.

Wong contacts mercenary leader Desmond Rutaganda and hires his team to track down Tsunemori and Kogami. The move signals a broader conspiracy as the pursuit intensifies. The mercenaries begin their search.

Kogami suspects a larger conspiracy, realizing that Han's alliance with Sibyl and the terrorist cell in Japan may be manipulated by others. He notes that the terrorists in Japan might not be acting on their own. Tsunemori and Kogami continue to pursue the truth.

Rutaganda's mercenaries assault the camp, killing many resistance fighters. Kogami helps Tsunemori escape before he is captured. The escape marks a turning point as the chase continues.

At Shambala Float, Tsunemori realizes that the Sibyl System has been tampered with and is ignoring Wong and the city military. This manipulation allows latent criminals to act with impunity. The revelation explains the apparent stability and the planned coup.

Wong drags Tsunemori to a helipad as Rutaganda's group arrives with a wounded Kogami. Rutaganda intends to execute them and stage their deaths as a false flag to consolidate power. Tsunemori's and the team’s countermeasures begin to activate.

Shion Karanomori resets the drones to correctly detect Crime Coefficients, turning the attack on Wong's men. Division One arrives, and Nobuchika Ginoza kills Wong. The confrontation exposes the conspiracy and turns the tide.

Kogami pursues Rutaganda after Wong's defeat, urging Tsunemori to seek Han to uncover the larger conspiracy. The pursuit leads to a direct confrontation with Rutaganda.

Kogami battles Rutaganda and, though outmatched, is saved when Ginoza arrives; together they kill Rutaganda. The true mastermind behind the events begins to be unveiled, pointing toward Han and Sibyl. The duo's actions push the investigation forward.

Han is found to be a criminally asymptomatic Sibyl android. Sibyl explains that they engineered the chain of events to justify the Sibyl System's continued presence in SEAUn. Tsunemori demands Han's resignation and a free election.

Sibyl grants Tsunemori's wish for resignation and a free election. The next day, Han claims Wong's coup failed and announces his resignation so an election can be held. SEAUn leadership shifts to the uncorrupt military while Division One returns to Japan with Ginoza having let Kogami escape.

In the post-credits scene, Kogami overhears a radio broadcast announcing that Han is winning the election. Tsunemori's voice-over promises that the value of the Sibyl System will someday be examined. The film ends on a note of unresolved tension about Sibyl's future.
