Velan grows up under his mother Revathi's fragile balance with a harsh stepfather and a tense stepfamily. He internalizes resentment toward those who fail to protect him. These early dynamics harden his worldview and set the stage for his later resolve.

Fifteen years pass and Velan becomes Osthe Velan, a police officer whose uncompromising approach earns respect. He directly confronts Boxer Daniel's attempt to buy votes with a massive bribe and seizes the money. The act rekindles his old bitterness toward his stepfamily.

Meanwhile, Balan falls for Nirmala, a union member whose engagement is complicated by a loan taken to start an oil mill. His father's pressure to repay the debt looms as a potential barrier to happiness.

Daniel, furious at the failed payout, hires backroom support from a government collector to reclaim the money. His henchmen accidentally reach Kattupakkam Police Station, sparking a high-stakes chase as Velan pursues them. During this turbulence, Velan also crosses paths with Neduvalli, the daughter of a troubled household, drawing him toward a new love.

Neduvalli explains she must care for her ailing father, delaying any easy romance with Velan. Velan's feelings deepen, but he respects her responsibilities and patience.

Velan's mother Revathi is found dead, a devastating blow that hardens his heart and unsettles the family’s fragile balance. At the funeral, he pleads for reform with his stepfather and brother, but pride and stubbornness keep them apart.

A clash with the contract killer’s goons at a railway station ends with the assassin dead. Velan then deceives the Police Commissioner by hinting the killer was hiding to harm Daniel, buying himself time and maneuvering the case.

Daniel schemes to turn Velan into his bodyguard, hoping to keep him close and control the crackdown. Velan remains resolute, continuing to pursue justice while preparing for a personal future with Neduvalli.

Velan poisons Daniel's adulterated alcohol and raids the stash of stolen money, reclaiming what was taken. In retaliation, Daniel destroys Subbaiah Pillai's factory, triggering a heart attack that complicates everything.

Daniel coerces Balan into becoming his henchman and plants a bomb in a fruit basket bound for the minister’s residence, aiming to frame Balan for treachery. Velan, to protect those he cares about, fakes his own death.

Velan visits his hospitalized father, paying for the operation, as Daniel gloats about victory and admits murdering Velan's mother. A tense chase ends with Velan rescuing Balan and delivering the end of Daniel's reign of terror.

With Daniel defeated, Balan and Nirmala seal their union, and Osthe Velan and Neduvalli begin a new life together. Their love stands as a counterpoint to the violence that preceded it.
