Aarusaamy, alias Saamy, rides into Tirunelveli’s crowded city market as a drunk, rough-edged figure and spends two days wandering the streets to gauge the lay of the land and the local power dynamics. He witnesses a pickpocket masquerading as a cop trying to extort money, and he steps in to teach the swindler a harsh lesson. When the real police arrive, Saamy reveals himself as the new DCP of Tirunelveli and orders the arrest of the corrupt mimic-cop. Unbeknownst to Saamy, Chokkalingam arrives from Pazhani and, despite warnings, attempts to warn his son. The bomb explodes, killing Chokkalingam and shattering Saamy’s world. The bomb maker and Perumal’s henchman provide statements to the DC, and Saamy is issued an arrest warrant against Perumal. Faced with resistance from officials and ministers, Saamy presses forward to bring Perumal to justice. On the eve of the final day, Saamy tells the media that Perumal has absconded and that the police are pursuing him. Saamy lures Perumal to a sand quarry, and after a brief but brutal confrontation, Perumal surrenders and is killed by Saamy with an illicit revolver, his corpse burned in a brick kiln to keep the death discreet.
