Aarusaamy, alias Saamy, rides into Tirunelveli’s crowded city market as a drunk, rough-edged figure and spends two days wandering the streets to gauge the lay of the land and the local power dynamics. He witnesses a pickpocket masquerading as a cop trying to extort money, and he steps in to teach the swindler a harsh lesson. When the real police arrive, Saamy reveals himself as the new DCP of Tirunelveli and orders the arrest of the corrupt mimic-cop. He then reshapes the police force, scrapping red tape and setting a blunt policy: arrest any thug without second thoughts, provided the public and the innocent are protected. Under his command, crime begins to fall, and the city breathes a bit easier.

Saamy’s administration takes an audacious turn when he pretends to be a corrupted officer, accepting bribes from Perumal Pichai, a powerful and unscrupulous politician, on the condition that Perumal’s illegal activities go unchecked while his liquor stores are relocated to avoid disturbing the public. Perumal accepts, convinced that Saamy belongs to his own caste and will tolerate his machinations. Amid this power play, Saamy meets Bhuvana, a college-going Brahmin girl, and a romance slowly grows. Bhuvana, Trisha Krishnan, enters Saamy’s orbit as he and Inspector Punctuality Paramasivam search for a home, and their paths entwine in unexpected ways.

Bhuvana’s initial encounter with Saamy and Paramasivam is misread; she believes them to be thieves and locks them in a room, only to discover their true identities once the authorities are alerted. What begins as a guarded relationship slowly blossoms into love, and Saamy’s presence in Bhuvana’s life becomes a turning point for both of them. One fateful day, Saamy seals Perumal’s gas station after workers lash out at a woman and others when promised fuel is short, sparking Perumal’s fury. He storms into Saamy’s quarters, with Bhuvana nearby, and a heated confrontation ensues. Perumal’s accusations about the bribe Saamy took drive a wedge between Saamy and Bhuvana, prompting her to leave home in distress. The next day, a ritual encounter at a temple brings Saamy and Bhuvana to a moment of truth—the former reveals his painful past.

Past: Saamy’s father, Chokkalingam, longed to see his son become a police officer. To support that dream, Chokkalingam manages the family’s agricultural livelihood while mortgaging property to fund Saamy’s career. Saamy passes the TNPSC exams, but the system demands bribes, and his father’s sacrifices continue to support his ascent. With political pressure shaping transfers, Saamy finds himself moving across Tamil Nadu, finally facing a suspension in Trichy on bribery allegations. After six months, he is vindicated and returns to Tirunelveli. Present: Learning the truth about Saamy’s past, Bhuvana reconciles with him, and after significant pressure, Srinivasan, her father, agrees to their engagement. The political scene responds with a statewide day of strike, and Perumal is entrusted with maintaining Tirunelveli on the eve of Pongal. Retail vendors beg Saamy to safeguard the festival’s bustle and commerce, and he steps in to maintain law and order, quelling the strike. Perumal’s anger grows, and he orders a brutal assault on the market during Bhuvana’s and Saamy’s wedding, knowing that most cops will be at the ceremony. The attack marks the beginning of a fierce, personal feud between Saamy and Perumal.

With a transfer to Dindigul looming a week before his remaining duty, Saamy resolves to dismantle Perumal’s empire within that window. He pulls off a sequence of enforcement moves, arresting Perumal’s key accomplices and imprisoning them for 15 days, while covertly eliminating Perumal’s chief enforcers in a riot tied to a procession. Saamy then urges Bhuvana to leave for Pazhani for safety. After listening to Perumal’s phone calls, he discovers a planned bombing and corner turns to collusion with a trusted henchman who agrees to turn informant. The bomb is set to detonate at Saamy’s own home, heightening the stakes of the confrontation.

Unbeknownst to Saamy, Chokkalingam arrives from Pazhani and, despite warnings, attempts to warn his son. The bomb explodes, killing Chokkalingam and shattering Saamy’s world. The bomb maker and Perumal’s henchman provide statements to the DC, and Saamy is issued an arrest warrant against Perumal. Faced with resistance from officials and ministers, Saamy presses forward to bring Perumal to justice. On the eve of the final day, Saamy tells the media that Perumal has absconded and that the police are pursuing him. Saamy lures Perumal to a sand quarry, and after a brief but brutal confrontation, Perumal surrenders and is killed by Saamy with an illicit revolver, his corpse burned in a brick kiln to keep the death discreet. In the aftermath, Saamy performs Chokkalingam’s rites, bringing the arc of a life shaped by sacrifice, ambition, and duty full circle.
