Master Chief Leslie W. Sunday finds himself in custody for being AWOL, during which he watches a familiar face on TV. The person he sees is salvaging a nuclear device from the ocean floor, prompting a string of memories to resurface about his own past.

Flashback to 25 years earlier, where Carl Brashear expresses his eagerness to join the Navy. Encouraged by his impoverished father, who gifts him a radio, Carl is determined to be the best sailor he can be.

Carl starts off in the kitchens aboard the USS Hoist, but his exceptional swimming skills soon catch the attention of a captain. This leads to special training for search and rescue, even as Carl navigates rule breaches.

While diving to salvage a mail chopper wreck, Sunday faces a tragic incident when a colleague suffers a freak accident. He risks his life to save his colleague but ultimately sustains lung damage, ending his diving career.

Inspired by Sunday's heroism during the accident, Carl resolves to become a diver himself. This event marks a pivotal moment in Carl’s life, setting him on the path toward achieving his dream.

Two years later, Carl joins diving school but faces social struggles as his peers are expelled for interacting with him. Despite excelling in physical training, he confronts academic challenges that threaten his ambitions.

At the library, Carl meets Jo, who becomes his study partner and later his wife. Her support is crucial as it fuels his determination to succeed within the naval academy amidst challenges.

Carl's life intertwines with Gwen Sunday, Leslie's wife, who manipulates him to create tension between Carl and Leslie. This manipulation plays a significant role in the evolving relationships within the story.

Leslie's commanding officer, Pappy, pressures him to sabotage Carl’s success due to his prejudiced views against a colored man achieving dominance. This creates a hostile environment for Carl as he strives to prove himself.

After the accident, Carl decides to undergo an amputation and receive a prosthesis to regain eligibility for diving. Despite the challenges ahead, his determination remains unwavering.

In an unexpected twist, Leslie requests four weeks to train Carl and assess him in front of the diving committee. This moment reflects a change in their dynamics as they both aim for Carl’s redemption.

After enduring a rigorous month of training, Carl faces the Naval Personnel. Hanks finally acknowledges Carl’s resolve and reinstates him for full diving duty with the Navy, marking the culmination of his struggles.
