In Mumbai, the Dharavi slum—home to migrants from southern Tamil Nadu living in tight, tough conditions—becomes the battleground for power, profit, and protest. At the center of the storm is Hari Dada Nana Patekar, a ruthless minister whose rise from rough streets to a seat in Parliament and then the Union Ministry fuels a relentless push to evict residents and seize their land. By 2015, the neighborhood sits at the heart of city planning, a test case for a bold redevelopment push backed by a construction outfit tied to government schemes and the support of Hari’s party.
Against this backdrop, Kaala Rajinikanth emerges as the undisputed godfather and protector of Dharavi’s people. He stands firm against eviction, using his influence to keep the area under the community’s control and to resist Hari’s schemes. Into this tense mix returns Zareena Huma Qureshi, Kaala’s former love and a representative for a local NGO aiming to improve living conditions in Dharavi. She arrives unaware of Hari’s true intentions, though her presence stirs hope among the residents for a better life.
Violence shadows the clash from the start. Vishnu Bhai Sampath Raj, Hari’s loyal enforcer, presses his advantage as Kaala visits Zareena, leading to a brutal escalation. When a Dharavi resident’s son is killed after a poster of Hari is vandalized, Kaala’s forces strike back, and Vishnu Bhai pays the price with his life. The conflict intensifies as the police arrest Kaala after a wedding anniversary party; he is publicly assaulted at the station in front of Hari and a state minister, only to be released the next day. On returning home, Hari launches an assassination bid to finish Kaala, a move that paves the way for a deeper tragedy: Kaala’s wife Selvi [Easwari Rao] and his younger son Selvam [Dhileban] are killed.
The slum’s resolve hardens into organized resistance. Kaala channels the grief into a broader campaign, urging Dharavi’s residents to stand up to the government’s plans and to demand a fairer outcome. He mobilizes through social media and the community’s networks, countering Hari’s pressure with a united front that eventually forces the government to cancel Hari’s Clean Mumbai Initiative within a fortnight. The setback infuriates Hari, who tightens his grip with a curfew and a police raid, aided by Inspector Sunil [Ravi Kale] and Hari’s right-hand men.
In the struggle, Kaala’s extended family joins the fight. His younger son Lenin [Manikandan], daughter-in-law Puyal [Anjali Patil], and brother-in-law Vaaliyappan [Samuthirakani] stand with him as the authorities, and a law-and-order apparatus led by SP Pankaj Patil [Pankaj Tripathi], attempt to crush the uprising. A journalist named Praveen [Ramesh Thilak] captures the moment, exposing Hari’s role in introducing armed henchmen into Dharavi during a curfew, which becomes crucial to turning public opinion in Kaala’s favor. Despite official assurances, the people of Dharavi refuse to accept Kaala’s death when his chawl is set ablaze and rumors spread.
Hari reappears at a public function to inaugurate a new building, but his confidence crumbles as he begins to hallucinate Kaala in the crowd and behaves erratically. The crowd’s fury erupts into a riot, and Hari is killed, a symbolic blow that triggers another reversal of fate: the government again cancels the redevelopment scheme. With Dharavi’s triumph, Kaala’s approach—courageous protest, solidarity, and a willingness to challenge powerful interests—begins to inspire other slums to adopt a similar path, showing that collective action can reshape the odds and defend neighborhood spaces against forced dispossession.
