In a village where clean water and a thriving community are threatened by a chemical plant spewing toxic waste into the river, a gentle, steadfast figure named Arumugam becomes a beacon of hope. He is moved by the villagers’ plea to the powerfully connected Minister Kaalaipandi, pressing for the factory to shut down and for action to protect their land and livelihood. To push their cause forward, Arumugam, his childhood friend Eswari, and Eswari’s grandmother Mundakanni journey to Chennai, where Kaalaipandi holds sway over the region’s politics and a seat of influence in the city.

Upon arriving in the bustling metropolis, the trio finds shelter with Narayan, a fellow villager who also calls the city home. In the same neighborhood, Swapna, a fashion model, crosses paths with Arumugam and becomes entangled in the unfolding drama, drawn by sympathy for his cause, while Narayan harbors his own feelings for her. Arumugam’s encounter with Kaalaipandi happens in the middle of a crowded scene, but his message lands with impact: the villagers’ water problems are real, and a prompt response from the minister could avert further harm.

The story quickly exposes a troubling alliance: Sornakka and her brother Aadhi, local enforcers who profit from illegal ventures, have Kaalaipandi’s backing. When Eswari accidentally collides with Aadhi, a scuffle ensues and Arumugam steps in to defend her, leaving Aadhi with damaged hands. This act puts Arumugam squarely in the crosshairs of the criminals, who, with Kaalaipandi’s tacit support, vow to silence him. They kidnap Arumugam and inflict injuries, all while Kaalaipandi asserts his authority and insists no action will be taken against the polluting factory.

Swapna’s timely intervention saves Arumugam, and the incident forces Arumugam to reveal Kaalaipandi’s duplicitous nature to Eswari and Mundakanni. Fueled by a new resolve, Arumugam decides to expose the minister and tarnish his reputation among the public. He uses Kaalaipandi’s own tools against him by forging a letter—allegedly from the minister—through Swapna’s assistance, praising an adult film and requesting its publication in a newspaper. The editor’s belief in the hoax sparks a political outcry, with calls for the minister to answer for his corruption.

The momentum shifts as Sornakka intensifies her vendetta, kidnapping Swapna in a bid to force Arumugam into retreat. Arumugam’s allies rally to protect Swapna, and Eswari and Mundakanni set out back to their village, though their journey is disrupted when Sornakka’s gang harms Eswari along the way. In a parallel thread, Sub-Inspector Karunakaran—a loyal, earnest officer once portrayed as unstable by Kaalaipandi and Sornakka—emerges as a crucial figure. Having previously helped Arumugam by arresting Sornakka’s brother, Karunakaran faces pressure from Kaalaipandi to turn away from the case. In a bold move, Arumugam contaminates the communal drink served to break the fast with polluted water, then goes public to reveal the real source of the village’s suffering: the chemical facility backed by Kaalaipandi. The minister’s scheme becomes exposed, and Arumugam foils attempts to pin the blame on him by rallying media and citizens to see the pattern of manipulation.

In a tense march toward justice, Kaalaipandi and Sornakka escalate violence, aiming to eliminate the Chief Minister and pin the blame on Arumugam. A brutal confrontation ensues as Arumugam fights off Sornakka’s gang; the villain’s strongest tactic—a deadly blow delivered by a lorry—seems to end her threat, while Arumugam learns from Hari, Kaalaipandi’s PA, that the minister intends an even darker act against the Chief Minister in a hospital setting.
